People now hear headlines of flooding around the world, Micronesian islands sinking, and hot waves in Europe. The increased interest in environmental news may indicate that people are becoming more aware of these issues during the past few decades. However, these climatic occurrences may also be a sign of an impending, dramatic climate shift. More work will therefore be needed to safeguard our world.

More people are "climate refugees" as time goes on. Despite the 1951 Refugee Convention's exclusion of climate refugees from its definition, those who are uprooted by natural disasters and climatic change are nonetheless referred to as "refugees." Since 2008, an average of 21.5 million people have been displaced by floods, storms, wildfires, and extreme temperatures, according to the United Nations High Commissioner for Refugees (UNHCR), proving that anyone can become a refugee without being involved in political conflicts.

Climate refugees are most affected by unsanitary housing and insufficient natural resources. For example, when a city floods, individuals are required to discard all polluted things since the water might bring fatal infections. Many people are killed because of sudden natural disasters and subtle shifts, implying that the climate crisis infringes on people's right to life.

As I saw unprecedented torrential rain flood the highways and communities, killing at least 14 people, I understood that more effective restrictions were needed to defend our right to life. Climate disasters and their consequences must be anticipated by the government and society.

¿À´Ã³¯, »ç¶÷µéÀº À¯·´ÀÇ Æø¿°, ¹ÌÅ©·Î³×½Ã¾Æ ¼¶µéÀÇ Ä§¸ô, ±×¸®°í Àü ¼¼°èÀÇ È«¼ö¿¡ °üÇÑ ´º½º¸¦ Á¢ÇÏ°í ÀÖ´Ù. ÀÌ·¸°Ô ´õ ¸¹Àº »ç¶÷µéÀÌ È¯°æ ¹®Á¦¿¡ ´ëÇÑ ´º½º¸¦ Á¢ÇÏ´Â °ÍÀº Áö³­ ¼ö½Ê ³â µ¿¾È ȯ°æ ¹®Á¦¿¡ ´ëÇÑ ÀνÄÀÌ °³¼±µÇ¾ú´Ù´Â Áõ°Å°¡ µÉ ¼ö ÀÖ´Ù. ÇÏÁö¸¸, ´º½º¿¡ ±âÈĺ¯È­¿¡ ´ëÇÑ ³»¿ëÀÌ ¸¹ÀÌ ³ª¿Â´Ù´Â °ÍÀº ±âÈÄ º¯È­°¡ ÀÓ¹ÚÇß´Ù´Â °ÍÀ» ³ªÅ¸³»´Â °ÍÀÏ ¼ö ÀÖ´Ù. µû¶ó¼­, ÀÓ¹ÚÇÑ ±âÈÄ º¯È­·ÎºÎÅÍ ¿ì¸® Áö±¸¸¦ º¸È£Çϱâ À§Çؼ­´Â ´õ ¸¹Àº ³ë·ÂÀÌ ÇÊ¿äÇÏ´Ù.

¸ÅÇØ ´õ ¸¹Àº "±âÈÄ ³­¹Î"µéÀÌ ¹ß»ýÇÏ°í ÀÖ´Ù. 1951³â ¸Î¾îÁø ³­¹ÎÁöÀ§¿¡ °üÇÑ Çù¾à¿¡¼­ ³­¹ÎÀ» Á¤ÀÇÇÒ ¶§ ±âÈij­¹ÎÀ» Á¤ÀÇÇÏ°í ÀÖÁö ¾Ê´Ù. ±×·³¿¡µµ ºÒ±¸ÇÏ°í ÃÖ±Ù¿¡´Â ±âÈĺ¯È­¿Í ÀÚ¿¬ÀçÇØ·Î ÀÎÇØ ½ÇÇâ¹ÎÀÌ µÈ »ç¶÷µéÀ» '±âÈij­¹Î'À¸·Î ÀνÄÇÏ°í ÀÖ´Ù. À¯¿£³­¹Î±â±¸(UNHCR)¿¡ µû¸£¸é 2008³â ÀÌÈÄ ¸Å³â Æò±Õ 2150¸¸ ¸íÀÌ È«¼ö, Æødz, »êºÒ, ±ØÇÑ ±â¿Â µîÀ¸·Î ¹ß»ýÇÏ¿´´Ù°í ÇÑ´Ù. Áï, ÀÚ½ÅÀÌ Á¤Ä¡Àû ¹ÚÇظ¦ ¹Þ°Å³ª »ì´ø °÷¿¡ ÀüÀïÀÌ ¹ß»ýÇÏÁö ¾Ê¾Æµµ ´©±¸³ª ³­¹ÎÀÌ µÉ ¼ö ÀÖ´Ù´Â ¶æÀÌ´Ù.

±âÈÄ ³­¹ÎµéÀº ÁÖ·Î ºñÀ§»ýÀûÀÎ Çdz­Ã³¿Í Á¦ÇÑµÈ ÀÚ¿øÀ¸·Î ¾î·Á¿òÀ» °Þ´Â´Ù. ¿¹¸¦ µé¾î, È«¼ö°¡ ³µÀ» ¶§ ¹°¿¡ ÀÇÇØ ¿À¿°µÈ ¹°Ç°µéÀº Ä¡¸íÀûÀÎ Áúº´À» ÀÏÀ¸Å³ ¼ö Àֱ⠶§¹®¿¡ ¸ðµÎ ¹ö·Á¾ß ÇÑ´Ù. ¶ÇÇÑ ±âÈÄ ³­¹ÎµéÀº °©ÀÛ½º·¯¿î ÀÚ¿¬ÀçÇØ¿Í ´«¿¡ ¶çÁö ¾Ê´Â ±âÈĺ¯È­·Î »ý¸í¿¡ ´ëÇÑ ±Ç¸®µµ ħÇع޴´Ù.
