How Educating the Elderly Can Bring South Korea¡¯s Poverty to an al Fine

Today, South Korea is categorized as a rapidly aging society with a low birth rate. The average number of children per woman is 1.1, resulting in the lowest fertility rate in the world. On the contrary, the elderly make up 13 percent of the population today, and this figure is expected to hit 40 percent by 2010. In a New York Times article focusing on elderly people dying alone abandoned, the author mentioned the Asian financial crises of the late 1990s, when the lifetime employment system dissipated in South Korea. Many who were put out of business never recovered, and unfortunately ended up sleeping in cardboard boxes in Seoul’s subway stations. More than 400,000 elderly are struggling to survive by wandering the streets in all inclement weather, coping with basic living expenses of about 450 dollars per month.

One of the key solutions to elderly poverty comes from education. The reason why education for the elderly is necessary for terms of lifelong education is simple. In modern society, where severe changes in population structure, technology, and social system take place, the knowledge and skills that the elderly acquired in their youth are mostly lost or diminished. Thus, it is difficult for the elderly to adapt to their old lives and find a job that produces income unless they get basic education at the least.

Hangul, the Korean alphabet, is infinitely manageable and easy to learn. As such, anyone can easily use Hangul as long as they learn it. However, there are still some elderly who cannot read and write Hangul because older generations have not had a chance to learn it. Since linguistic capacity is the most fundamental ability that is indispensable and required in various occupational fields, Hangul education could be a stepping stone for South Korean elderly to gain a higher chance of employment.

Retraining the elderly through education can narrow the wealth gap as well as redefine their role in our society. Along with providing educational support through different programs, the government must review a few aspects. This includes the income support measures, such as raising the level of living benefits for basic living recipients and revising laws such as expanding eligibility conditions so that recipients can enter other types of jobs to contribute to the public and local communities. Elderly people deserve our respect and concern. It is more than important to pay attention and recognize their hardships as a member of society.

´ëÇѹα¹Àº ¿À´Ã³¯ ±Ø½ÉÇÑ ÀúÃâ»ê °í·ÉÈ­ »çȸ·Î ºÐ·ùµÈ´Ù. ¿©¼ºÀÇ Æò±Õ Ãâ»ý¾Æ ¼ö´Â 1.1¸íÀ¸·Î ¼¼°è ÃÖÇÏÀ§´Ù. ¹Ý¸é, ³ëÀεéÀÌ ¿À´Ã³¯ Àα¸ÀÇ 13%¸¦ Â÷ÁöÇÏ°í ÀÖÀ¸¸ç ÀÌ ¼öÄ¡´Â 2010³â±îÁö 40%¿¡ À̸¦ °ÍÀ¸·Î ¿¹»óµÈ´Ù. Ȧ·Î ¹ö·ÁÁø ä °íµ¶»çÇÏ´Â ³ëÀεéÀ» ÁýÁß Á¶¸íÇÏ´Â ´º¿åŸÀÓ½º ±â»ç¿¡¼­ ÀúÀÚ´Â Çѱ¹¿¡¼­ Á¾½Å°í¿ëÁ¦µµ°¡ »ç¶óÁ³´ø 1990³â´ë ÈĹÝÀÇ ¾Æ½Ã¾Æ ±ÝÀ¶À§±â¸¦ ¾ð±ÞÇÑ´Ù. ¸¹Àº »ç¶÷µéÀº Æó¾÷ÇÑ ÈÄ ´Ù½Ã ÀÏÀÚ¸®¸¦ ã±â ¸øÇÏ°í, ºÒÇàÈ÷µµ ¼­¿ïÀÇ ÁöÇÏö¿ª ÆÇÁö »óÀÚ¿¡¼­ ÀáÀ» ûÇÏ°Ô µÇ¾ú´Ù. 40¸¸ ¸í ÀÌ»óÀÇ ³ëÀεéÀÌ ÇÑ ´Þ¿¡ ¾à 50¸¸ ¿ø »ó´çÀÇ ±âÃÊ»ýÈ°¼ö±Þºñ Çϳª¸¸À¸·Î ¿Â°® ¾ÇõÈÄ ¼Ó¿¡¼­ °Å¸®¸¦ ¹èȸÇÏ¸ç »ýÁ¸À» À§ÇØ ¾È°£ÈûÀ» ¾²°í ÀÖ´Ù.

³ëÀÎ ºó°ïÀÇ ÁÖ¿ä ÇØ°áÃ¥ Áß Çϳª´Â ±³À°ÀÌ´Ù. Æò»ý±³À° Ãø¸é¿¡¼­ ³ëÀÎ ±³À°ÀÌ ÇÊ¿äÇÑ ÀÌÀ¯´Â °£´ÜÇÏ´Ù. Àα¸±¸Á¶¿Í ±â¼ú ¹ßÀüÀ» ºñ·ÔÇØ ±Þ°ÝÇÏ°Ô º¯È­ÇÏ´Â Çö´ë»çȸ¿¡¼­ ³ëÀεéÀÌ ÀþÀº ½ÃÀý¿¡ ½ÀµæÇÑ Áö½Ä°ú ±â¼úÀº ´ëºÎºÐ »ó½ÇµÇ°Å³ª ÁÙ¾îµç´Ù. µû¶ó¼­ ³ëÀεéÀÌ ÃÖ¼ÒÇÑÀÇ ±âÃʱ³À°À» ¹ÞÁö ¾ÊÀ¸¸é ³ëÈÄ»ýÈ°¿¡ ÀûÀÀÇÏ°í ¼ÒµæÀ» âÃâÇÏ´Â ÀÏÀÚ¸®¸¦ ã±â°¡ ¾î·Æ´Ù.

ÇѱÛÀº ¸Å¿ì ü°èÀûÀ¸·Î ¸¸µé¾îÁ³±â ¶§¹®¿¡ ºñ±³Àû ½±°Ô ¹è¿ì°í »ç¿ëÇÒ ¼ö ÀÖ´Ù. ÇÏÁö¸¸, ÇѱÛÀ» ¹è¿ï ±âȸ°¡ ¾ø¾ú´ø ¸¹Àº ³ëÀεéÀº ±âº»ÀûÀÎ ÀÐ°í ¾²´Â ´É·ÂÁ¶Â÷ ¾ø´Ù. ¾ð¾î´É·ÂÀº ´Ù¾çÇÑ Á÷¾÷ ºÐ¾ß¿¡¼­ ¾ø¾î¼­´Â ¾È µÉ °¡Àå ±âº»ÀûÀÎ ¹ÙÅÁÀÌ µÇ±â ¶§¹®¿¡ ÇÑ±Û ±³À°Àº ³ëÀεéÀÌ ÀÏÀÚ¸®¸¦ ±¸ÇÏ´Â µ¥ ¸¹Àº µµ¿òÀÌ µÈ´Ù.
