On October 29, 2022, South Korea experienced one of the most devastating events they had experienced. In Itaewon, 159 people were crushed to death caused by a crowd crush. The alleys of Itaewon were only 4 meters wide, barely enough to have six people stand side by side. Itaewon had over ten people, and tens of thousands crowded these four-meter streets who only wanted to celebrate Halloween. According to South Korea’s Ministry of Interior and Safety, 80% of those who died were in their 20s and 30s, and 12 were teenagers. The rest consisted of innocent people who happened to be in those alleyways and parents.

Many believe that the lack of crowd control from the government and their lack of ability to prepare for such large crowds caused such a horrific event. Reports show that phone calls were made to the local police department - the Yongsan Police Department - warning them about the overcrowding in Itaewon hours before the death toll rose. It was shown that no appropriate action was taken.

This year, we still saw atrocities happen during Halloween, most noticeably in the United States. Shootings were reported in Texas, Indianapolis, Florida, Chicago, and Atlanta during Halloween. Eleven people died and 76 people were injured. While the death toll was significantly less than in South Korea, what happened in the United States was substantially worse, where individuals murdered others because they wanted to. 

Halloween has become a primary target for atrocities, as it has the most public mass gatherings compared to any other festival. Whether or not these mass gatherings caused overcrowding or as a target for shootings, it is leaving individuals to question whether or not Halloween should be kept, and the perception of Halloween is becoming even more solemn and dark. Halloween was intended to be a joyous festival and an event where people laugh, not where people die. Atrocities that seem to happen only during Halloween might spread like a domino effect and might make other festivals targets for devastation. Governments must significantly learn from their mistakes to allow festivals created in good faith and to keep people joyful. Otherwise, people will question: is this worth it?

할로윈, 고통의 촉매

작년 10월 29일, 대한민국은 전례 없는 사건을 경험했다. 이태원에서 발생한 인파로 인해 159명이 짓밟혀 사망했다. 사고가 발생한 이태원의 골목은 약 4미터 폭으로 매우 좁아 여섯 사람이 겨우 설 수 있는 정도였고, 사고 당시 수만 명의 사람들이 한꺼번에 몰려 있었다. 행정안전부에 따르면, 사망자의 80%는 20대와 30대였으며, 10대도 12명이었다. 또한, 사고가 발생한 골목을 우연히 지나던 행인들과 자녀들과 함께 할로윈 축제를 즐기려던 부모들도 사망했다.

많은 사람들은 이러한 비극이 정부의 군중 통제 부족과 대규모 인파에 대비하지 못한 데에 기인한다고 믿고 있다. 보고서에 따르면, 사망 사고가 발생하기 몇 시간 전부터 위험을 느꼈다는 시민들의 전화가 있었으며, 관할 경찰서인 용산경찰서가 적절한 조치를 취하지 않았다는 사실이 밝혀졌다.

올해 할로윈 기간에는 미국을 포함한 전 세계에서 여러 참혹한 사건들이 발생했다. 텍사스, 인디애나폴리스, 플로리다, 시카고, 애틀랜타에서 발생한 총격 사건으로 11명이 사망하고 76명이 부상을 입었다. 사망자 수는 이태원 사고에 비해 훨씬 적었지만, 사고가 아닌 총격으로 인한 것이므로 미국에서 발생한 일은 더욱 심각하다.

할로윈은 다른 어떤 축제보다 대규모 모임이 발생하는 장소가 되었으며, 따라서 위험의 대상이 되고 있다. 이러한 대규모 모임에 의해 야기되는 여러 사회 문제의 심각성으로 인해 사람들은 할로윈을 계속 유지해야 하는지 의문을 갖기 시작했다. 할로윈은 재미있는 축제와 행사가 되어야 하지만, 사람들이 죽어서는 안 되는 장소가 되어서는 안 된다. 할로윈 기간에만 발생하는 참혹한 사건들과 사고들은 연쇄 효과처럼 퍼져 다른 축제들에게도 파괴를 가져올 수 있다. 정부는 선한 의도로 만들어진 축제들을 보존하고 사람들을 행복하게 만들기 위해 과거의 실수로부터 배워야 할 것이다. 그렇지 않다면, 사람들은 그 가치를 의심하게 될 것이다.
