Endless Technological Advancement in the New Cold War

In the current peak of the new cold war between the United States and China, the security market responsible for a nation's future has become technology, affecting both countries and surrounding nations. Each nation has initiated a technological competition to expand its influence and diminish the power of the adversary, starting with the CHIP4 semiconductor supply chain agreement, led by the United States and including South Korea, Japan, and Taiwan.

Alongside semiconductors, a technology crucial for tech powerhouses is undoubtedly artificial intelligence (AI). Major IT companies that dominate the global market cap foresee the necessity of tackling the colossal challenge of developing advanced AI to prepare for next-generation technologies.

However, Sam Altman, the former CEO of OpenAI, the organization behind the development of ChatGPT, resigned from the board and recently emphasized before the U.S. Congress the need for regulation regarding Artificial General Intelligence (AGI) and related AI technologies. Altman, recognized as a front-runner in AI technology, appears to be acutely aware of the risks AI, especially AGI, poses to humanity. Similarly, a former Google AI researcher advocates for thorough regulation, stressing the potentially adverse impacts of AI.

Opposing opinions also exist. Amidst this new cold war, where the U.S. needs to compete with its top-notch technology, some argue that regulating AI in the U.S. alone might impede its competitive position in the global landscape in this era where China continues relentless investment in AI research and development without considering associated risks.

While technological advancement is inevitable, we must all comprehend such technologies accurately. In this era, science and technology have become essential to cultural literacy, and we must be well-informed and form our own judgments about these technologies.
