SKT is offering free SIM card replacements following a massive personal data breach. However, the seriousness of the incident and the limitations of the company’s response remain points of controversy.
In April 2025, SK Telecom experienced a major breach that exposed the personal information of approximately 23 million users. Hackers used a BPFdoor tool to access internal servers and injected malware into the HSS server, which stores key SIM data such as SIM serial numbers, IMSI, IMEI, and USIM authentication keys.
With this information, attackers can create clone phones through a process known as SIM cloning, potentially leading to identity theft and financial fraud.
Although SKT is currently offering free SIM card replacements, many users are still concerned about the effectiveness and adequacy of the company’s countermeasures.

Public trust in SKT’s ability to protect customer data has been seriously damaged. Millions now face significant financial risks, including SIM-swapping scams and unauthorized access to bank accounts.
In addition, the limited availability of replacement SIMs has caused delays. SKT has yet to clarify whether it will waive termination fees for affected users. Popular tech YouTuber ITSub recommended that “Users should replace their SIM cards immediately and sign up for SKT’s SIM card protection service.”
Consumers must act quickly to secure their accounts and monitor for suspicious activity, while SKT must also address lingering questions about its past security failures and future compensation plans.
