The global economy has so far absorbed the sharp rise in U.S. tariffs and the growing uncertainty over the future of the international trading system. Yet, as tariff rates continue to climb, stronger headwinds are becoming increasingly apparent.

As more countries released their second-quarter growth figures, a clear pattern emerged. Growth surged in the first quarter as U.S. companies rushed to stockpile goods ahead of higher tariffs, but momentum slowed in the second quarter once those tariffs took effect.

The UK’s Office for National Statistics reported on Thursday that growth fell from 0.7% in the first quarter to 0.3% in the second. Switzerland followed on Friday with a similar report, noting a slowdown from 0.8% to 0.1%. Even so, both countries delivered solid results in the first half of the year. While many major economies have yet to publish their second-quarter data, it is clear that global growth held up better than expected under the pressure of steep tariffs. Japan, the most recent to release figures on Friday, reported a rebound in second-quarter growth after a slightly stronger-than-expected start to the year.

Still, trade flows are weakening under the weight of tariffs. According to the Netherlands Bureau for Economic Policy Analysis, global trade volumes surged by 1.9% in the first quarter, largely driven by U.S. firms’ preemptive stockpiling. But by April, global trade contracted by 1%, followed by another 0.9% decline in May. June’s numbers are not yet available, though further losses seem likely.

The WTO has revised its forecast for world merchandise trade growth this year, raising its outlook from a 0.2% contraction announced in April to 0.9% growth. Much of the upward revision stems from the first-quarter surge in U.S. imports. However, the WTO expects demand for foreign-produced goods in the U.S. to taper off after 2026, offsetting these earlier gains.

The Geneva-based trade body has little doubt that the current tariffs will ultimately have a greater impact than the lower rates projected back in April. Policymakers around the world appear to agree—and are already taking steps in response.

관세 인상으로 무역 흐름이 약화되고 있습니다. 네덜란드 경제정책분석국(Bureau for Economic Policy Analysis)은 미국 기업들이 관세 인상에 앞서 대응한 데 힘입어 올해 1분기 동안 국경 간 상품 이동량이 1.9%라는 매우 빠른 속도로 증가했다고 분석했습니다. 4월 세계 무역량은 1% 감소했고, 5월에는 0.9% 추가 감소했습니다. 6월 수치는 아직 발표되지 않았지만, 추가 감소 가능성이 높습니다.

WTO는 올해 세계 상품 무역 전망치를 상향 조정하여 4월 0.2% 감소를 예상했던 성장률을 0.9%로 상향 조정했습니다. 이러한 상향 조정의 상당 부분은 1분기 미국 수입 급증에 기인하며, WTO는 2026년 이후 해외 생산 상품에 대한 미국의 수요 감소가 이러한 증가세를 상쇄할 것으로 예상합니다.

제네바에 본부를 둔 국제 무역 기구는 현재의 관세가 4월에 발표된 낮은 관세율보다 궁극적으로 더 큰 영향을 미칠 것이라는 점에 거의 의심의 여지가 없습니다. 전 세계 정책 입안자들은 이에 동의하며 조치를 취하고 있습니다.
