On October 29, during the APEC Summit held in Gyeongju, South Korea and the United States signed the Technology Prosperity Memorandum of Understanding (MOU). Under this agreement, the two countries agreed to strengthen comprehensive cooperation in advanced technology sectors, including AI, biotechnology, quantum computing, 6G communications, and space exploration. The core elements of the agreement can be summarized in two main points.
First, in the field of Accelerating AI Application and Innovation, both countries will jointly develop an AI policy framework and establish an export-cooperation framework for AI technologies. This initiative aims to build a joint AI ecosystem across Asia and other regions, while promoting the export of trustworthy AI technologies, the development of AI datasets, and the advancement of safe and responsible AI innovation.
Second, in the field of Trusted Technology Leadership, the two nations will develop cooperative measures in key technologies such as next-generation communications, pharmaceutical and biotechnology supply chains, quantum innovation, and space exploration. Recognizing the importance of research security, they plan to actively support basic research and personnel exchanges to strengthen the foundation for scientific and technological cooperation.
Through this MOU, the two countries have established a cooperative framework that will help the United States maintain its advantage in technology competition while supporting South Korea’s rise as a regional hub for AI and advanced technologies. The two governments also plan to hold the Korea–U.S. Joint Committee on Science and Technology in Washington, D.C., next year to discuss implementation and specific cooperative measures. This renewed alliance is expected to further enhance the technological capabilities and global influence of Korean companies.
