WASHINGTON, D.C. — July 18, 2025 — The United States has taken a landmark step toward establishing itself as the undisputed hub of the global digital asset economy. President Donald J. Trump signed the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act) into law, a bipartisan measure passed by Congress earlier in July. This legislation marks the first federal law to provide a comprehensive regulatory framework for payment stablecoins.
The Act is widely seen as a strategic move to manage financial innovation while reinforcing the stability and global dominance of the U.S. dollar in the digital age, given that over 90% of the world’s stablecoins are already USD-pegged.
Solidifying the Dollar’s Digital Hegemony
The GENIUS Act’s immediate effect is the formalization of an international standard for stablecoins, directly bolstering the dollar’s reserve status. Upon signing the bill, U.S. Treasury Secretary Scott Bessent emphasized the bill’s strategic importance:
“Stablecoins represent a revolution in digital finance. The dollar now has an internet-native payment rail that is fast, frictionless, and free of middlemen. This groundbreaking technology will buttress the dollar’s status as the global reserve currency and lead to a surge in demand for U.S. Treasuries, which back stablecoins.”
The law mandates that all payment stablecoins be fully backed on a one-to-one basis by high-quality, liquid reserve assets, such as U.S. dollars and short-term U.S. Treasury securities. This requirement, along with mandatory monthly public disclosures and annual independent audits, is central to ensuring financial stability and public trust.
Regulatory Clarity and the Future of Money
Crucially, the GENIUS Act provides regulatory clarity by stipulating that compliant payment stablecoins are neither securities nor commodities under federal law, placing primary oversight with banking regulators. This clear pathway is expected to accelerate institutional adoption and on-chain innovation.
Faryar Shirzad, Chief Policy Officer at Coinbase, commented on the broader implications for the industry: “The GENIUS Act is a game changer, ensuring that the future of money runs on-chain.”
The Act ensures robust consumer protection by specifying that stablecoin holders will have priority over all other creditors in the event of an issuer’s bankruptcy. While highly volatile assets like Bitcoin are not suitable as reserve assets, their foundational role as an innovation catalyst for the wider crypto ecosystem remains essential to the growth the GENIUS Act seeks to advance.
