The Irony of Visa-Free Entry on Jeju Island: A Closed Door for Desperate Refugees

Jeju Island’s visa-free entry allows foreign nationals from most countries—excluding countries designated as state sponsors of terrorism—to stay for up to 30 days without a visa. However, a paradox exists in the policy: countries facing war and civil conflict are excluded from it. The exclusion list originally included 12 countries; however, after 561 Yemenis applied for refugee status between April and May 2018, Yemen was also excluded from the policy that June.

Jeju Island’s visa-free entry is a crucial opportunity for refugees, making it unfortunate that countries whose people may need it most are excluded. Because South Korea’s embassies and consulates cannot process refugee applications, applicants must first enter Korea legally. If they cannot obtain a standard visa to enter South Korea, visa-free entry may be their last choice.

The UNHCR (United Nations High Commissioner for Refugees) is an organization that protects individuals fleeing war and persecution through a resettlement program, which allows refugees to relocate to 21 host countries, including Canada, the United States, and France. Unlike traditional Refugee Status Determination, this program screens applicants more rigorously to select those in the most desperate situations. Nevertheless, refugees currently must be physically present to apply through the Korea Immigration Service.

In summary, to seek asylum in South Korea, individuals must be physically present in the country. However, if standard visas are denied, visa-free entry to Jeju Island may be their only route. Furthermore, because restrictions target countries from which large numbers of refugees originate, seeking asylum in South Korea remains extremely difficult for them. Because UNHCR’s resettlement program allows host countries to accept or decline applicants based on their domestic capacity, participating in this program could be a viable solution for South Korea.

UNHCR(United Nations High Commissioner for Refugees·유엔난민기구)은 전쟁과 박해를 피해 도피한 사람들을 보호하는 기관이다.
