On Friday, August 2nd, Japanese Cabinet announced a proposal to remove South Korea from the trade Whitelist. Whitelist is a list of countries that Japanese government claims to have good relationship with them. For those countries which are chosen to be in the list, receive preferential treatment of advantages when importing Japanese goods.
South Korea was added on the whitelist in 2004, and they had been the only country added in the list from Asia. Before South Korea was eliminated from the list, there were total of 27 countries in the list including the United States, Australia, France, Germany, Argentina, etc. As for now, the list has 26 countries excluding South Korea; Japan had never eliminated any country from the list before South Korea.
As long as the countries on the list go through an acceptance procedure every three years, they are able to freely import strategic material from Japan. Strategic material contains high technology used in dual-use items?goods that can be used for both civilian and military purpose. It requires restrictions in exportation, for national security, safety, and world peace. If South Korea is removed from the whitelist, individual authorization is needed for each strategic goods every six months from the Japanese Ministry of Economy, Trade and Industry(METI). Then documentation of evidence for each product is required to prove that it will not be used for military purposes. METI decided whether they will allow the importation or not within 90 days. Therefore, countries not in the whitelist has more documentations to hand-in and longer waiting time to get authorized their importation.
Japan had restricted exportation of Photoresist, hydrogen fluoride, and Polyamide since July 4th. Moreover, approximately 1100 Japanese goods require more complicated procedure due to the whitelist removal. Mostly, Chemical products, semiconductor related products, high technology, etc are restricted. After the whitelist removal, South Korea lacks not only semiconductor industry and display industry but also technology in chemistry, automobile, and machine industries.
This proposal of Japan was proclaimed on 7th, and will be starting in this coming 28th.
In response, President Moon claimed that “ The proposal of Japan not simply damaged damaged friendly cooperative relationship but also damaged long-time economic cooperation between Korea and Japan, which is a grave challenge to the relationship between the two nations.” President moon, moreover, warned that “Korean government will take strict correspondence against Japan’s unjustified economic retaliation,” on the Cabinet meeting on the 2nd of August.
According to MoneyToday, a staff from Samsung Electronics explained that "We already made provisions for emergency,” emphasizing that “there is no problem with producing semiconductors.”
