The 24th board of directors meeting of Green Climate Fund (GCF) based in Songdo, Incheon was held from 12th to 14th in November 2019.

During this meeting, the participants decided on the GCF’s first set of financial supplement, after which they made strategic plans to carry out their mid- to long-term goals over the next four years, as well as brainstormed support projects in direct response to climate change.

On the topic of financial supplements, as of today, the GCF has financially supported an approx. $9,780million to over 28 countries. In the meeting, GCF members also celebrated this achievement and further implored others to make additional donations. Countries such as Korea, Britain, and France who had doubled their donations to the GCF were specially thanked by the board members.

The board members celebrated the GCF’s achievements in preparing 111 business systems (a part of its mid- to long-term strategy) and discussed their next plans for the next four years. Firstly, the board members discussed future potential industries for investment include energy, transportation, and the forest business. Secondly, they discussed Korea’s leading characteristics as a recipient country as well as the prospect of using the country’s business transparency, reinforcement plans, and other nongovernmental measures to promote the GCF.

Per the GCF business and certification, they approved 13 different businesses totaling up to $400million and 7 international organizations (i.e. including India’s YES Bank and Tanzania’s CRDB bank) to support developing countries. Through this initiative, the GCF has approved a total of 124 different developing countries’ climate change response plans, supporting a total of $5.6billion. As a consequence, its financial support brought benefits to approximately 350million people and could reduce the emission of over 1.6million tons of greenhouse gases.

Other matters discussed include a 2020 GCF budget increase to $77million, a 5.8% y-o-y increase from 2019, to support GCF business operation and a possible increase in the labor force. The Korean government plans to work on convincing the board of directors to use GCF business excavation meetings to expand its influence across domestic institutions and firms.

In the meantime, the board of directors’ meeting also voted in approval of accepting the GCF’s first Chinese business, a promising introduction to this decision-making system that could bypass the lack of unanimous agreement on issues so far. Hopes are high that the use of voting rather than seeking unanimity in solutions could help the committee make more effective decisions.

The Korean government plans to continue its efforts for the GCF’s development and expansion of business participation. The next GCF board of directors meeting is to be held from 10th to 12th March in 2020 in Songdo, Incheon.
