Child abuse was one of the social issues that had been most controversial in South Korea for years. According to the statistics of the Ministry of Health and Welfare of South Korea, nurseries, which were taken an administrative measure for child abuse, have increased more than 3 times in 2 years. After several events of child abuse had occurred, people have raised their attention and became more sensitive to child abuse and any possible violation of children than before. However, still, the improvement of the child-rights law seems to be slower than expected.


Recently, in South Korea, there has been a lot of events related to serious child abuse that took place in nurseries. 3 years ago, one school teacher of a nursery in Incheon, has gotten a police investigation for child abuse by starving children and brutally using violence against them. According to the police, the scene of a teacher strangling one child after covering the child’s face with a blanket has caught in the surveillance camera. After the incident has been revealed, the nursery teacher was suspended. There have been several events similar to this that has been revealed through the news in the past, yet punishment was not strong enough. For nurseries that tried to conceal its incident of violence had only got a suspension of business for a few months and a monetary penalty. These weak punishments and unreliable legislations show how indifferent society is about child abuse and children's rights.


Child rights of those who live in troubled areas of Africa and Asia are rarely protected. Up to this day, ‘the right to protection from excessive labor’ is being completely violated for child soldiers in Syria and thousands of child laborers in African countries and India. International Labor Organization(ILO) prohibits child soldiers, as conscripting youths under 18 in one country internationally and legally. Nevertheless, child soldiers don’t seem to disappear. Both ‘Lord’s Resistance Army(LRA)’ and ‘Revolutionary United Front(RUF)’, Uganda and Syria's rebel army, are still raising child soldiers by abducting a great number of male children who are around the age of 10. Both armies mostly use physical violence, forced into drug addiction, or even threaten to death to compose them to fight in a war. The past president of Liberia and a leader of RUF, which is one in charge of the employment of child soldiers, was indicted for the first time in history. He was convicted for his illegal conscription and employment and also paid a penalty. However, there are still innumerable children who are unable to be protected.


If each individual regard child abuse issues like above as a more serious social issue, and actively provide support for the improvement, children around the world will be able to live in a better world where they could be safe. We hope that legislation against child abuse and the protection of child rights could be more practical and credible so that the rights of children could be protected than before, especially in hidden places that are hardly exposed.

¾Æµ¿ Çдë´Â ¸î³â°£ Çѱ¹¿¡¼­ °¡Àå ³í¶õÀÌ µÇ°í ÀÖ´Â »çȸ ¹®Á¦ Áß ÇϳªÀÌ´Ù. Çѱ¹ÀÇ º¸°Çº¹ÁöºÎÀÇ Åë°è¿¡ µû¸£¸é ¾Æµ¿ ÇÐ´ë »ç°ÇÀ¸·Î ÇàÁ¤ óºÐÀ» ¹ÞÀº ¾î¸°ÀÌÁý¿¡ 2³â »çÀÌ¿¡ ¹«·Á 3¹è³ª Áõ°¡Çß´Ù°í ÇÑ´Ù. ÀÌ·¯ÇÑ »ç°ÇµéÀÌ ¹ß»ýÇÑ ÈÄ, ±¹¹ÎµéÀº °¢Á¾ ¾Æµ¿ ÇдëÀÇ ¹®Á¦¿¡ ´ëÇØ ÀÌÀüº¸´Ù ´õ °ü½ÉÀ» °®°Ô µÇ¾ú°í ´õ¿í´õ ¹Î°¨ÇØÁ³´Ù.

ÃÖ±Ù Çѱ¹¿¡¼­´Â ¾î¸°ÀÌÁý¿¡¼­ÀÇ ¾Æµ¿ ÇÐ´ë »ç°ÇÀÌ ¿©·¯ °Ç ¹ß»ýÇÏ¿´´Ù. 3³â Àü, ÀÎõÀÇ ÇÑ ¾î¸°ÀÌÁý ±³»ç´Â ¾ÆÀ̵éÀ» ±¾±â°í ÀÜÀÎÇÏ°Ô Æø·ÂÀ» »ç¿ëÇÏ´Â µîÀÇ ¾Æµ¿ Çдë ÇøÀÇ·Î °æÂû Á¶»ç¸¦ ¹Þ¾Ò´Ù. °æÂû¿¡ µû¸£¸é ±³»ç°¡ ÇÑ ¾ÆÀÌÀÇ ¾ó±¼À» À̺ҷΠµ¤°í ¸ñÀ» Á¶¸£´Â ÇàÀ§°¡ cctv¿¡ Æ÷ÂøµÇ¾ú´Ù°í ÇÑ´Ù. ¶ÇÇÑ, ±³»ç´Â ¾ÆÀ̵éÀÌ ¼Òº¯À» °¡¸®Áö ¸øÇÑ´Ù´Â ÀÌÀ¯·Î ¹ÙÁö°¡ Á¥Àº ¾ÆÀ̵éÀ» 20ºÐ µ¿¾È ¹æÄ¡Çß´Ù°í ÇÑ´Ù. ÀÌ·¯ÇÑ ±³»çÀÇ ¾Æµ¿ ÇÐ´ë »ç°ÇÀÌ ¹àÇôÁö°í ³ª¼­ Á¤Á÷ óºÐÀ» ¹Þ¾Ò´Ù. °ú°Å¿¡µµ Çѱ¹ÀÇ ¾î¸°ÀÌÁý¿¡¼­´Â ÀÌ¿Í ºñ½ÁÇÑ ¾Æµ¿ ÇÐ´ë »ç°ÇµéÀÌ º¸µµµÇ±âµµ ÇßÁö¸¸, ¾Æµ¿À» ÇâÇÑ Æø·ÂÀÇ ½É°¢¼ºÀ» Å©°Ô ÀÎÁöÇÏÁö ¸øÇß´ø ´ç½Ã¿£ ó¹úÀÌ ¾ÆÁÖ ¾àÇß´Ù. Æø·ÂÀ» ¼û±â·Á´ø ¾î¸°ÀÌÁýµéÀº ¸î°³¿ùÀÇ ¿µ¾÷Á¤Áö¿Í ¹ú±ÝÀ» ¹¯´Âµ¥¿¡ ±×ÃÆ´Ù. ÀÌ·¯ÇÑ ¾àÇÑ ¼Ø¹æ¸ÁÀÌ Ã³¹ú°ú ¹ý·üÀº »çȸ°¡ ¾Æµ¿ Çдë¿Í ¾Æµ¿ Àαǿ¡ ¾ó¸¶³ª ¹«°ü½ÉÇÑÁö¸¦ º¸¿©ÁØ´Ù.

¾ÆÇÁ¸®Ä«¿Í ¾Æ½Ã¾ÆÀÇ ºÐÀï Áö¿ª¿¡ »ç´Â ¾Æµ¿ÀÇ ÀαÇÀº ´Ù¸¥ ±¹°¡ÀÇ ¾Æµ¿º¸´Ùµµ Á¦´ë·ÎµÈ º¸È£¸¦ ¹ÞÁö ¸øÇÏ°í ÀÖ´Ù. ‘°úÇÑ ³ëµ¿À¸·ÎºÎÅÍ º¸È£ ¹ÞÀ» ±Ç¸®’´Â ¿À´Ã³¯±îÁö ½Ã¸®¾ÆÀÇ ³­¹Î ¼Ò³âº´µé°ú ¾ÆÇÁ¸®Ä«, ÀεµÀÇ ¾Æµ¿ ³ëµ¿Àڵ鿡°Õ ÀüÇô º¸ÀåÀÌ µÇÁö ¾Ê°í ÀÖ´Ù. ±¹Á¦³ëµ¿±â±¸(ILO)´Â À̸¦ ‘°¡Àå ¾Ç¶öÇÑ ÇüÅÂÀÇ ¼Ò³â ³ëµ¿’À̶ó°í ±ÔÁ¤ÁöÀ¸¸ç ¶ÇÇÑ À¯¿£¾Æµ¿±Ç¸®Çù¾à¿¡¼­´Â °ø½ÄÀûÀ¸·Î ¼Ò³âº´ÀÌ ¸¸ 18¼¼ ¹Ì¸¸ÀÇ Ã»¼Ò³âµé·Î ÀÌ·ç¾îÁø ±º´ëÀÓÀ» ±ÔÁ¤Áþ°í, ÇÑ ±¹°¡¿¡¼­ 18¼¼ ¹Ì¸¸ÀÇ »ç¶÷À» ¡º´ÇÏ¿©¼­´Â ¾ÈµÈ´Ù°í ±ÔÁ¤ÁöÀ¸¸ç ¼Ò³âº´À» ±¹Á¦Àû, ¹ýÀûÀ¸·Î Àý´ë ±ÝÁö½ÃÅ°°í ÀÖ´Ù. ÀÌ·¯ÇÑ ±¹Á¦ Çù¾à¿¡µµ ºÒ±¸ÇÏ°í ºÐÀïÁö¿ªÀÇ ¼Ò³âº´Àº »ç¶óÁú ±â¹Ì¸¦ º¸ÀÌÁö ¾Ê´Â´Ù. ¿ì°£´Ù¿Í ½Ã¿¡¶ó¸®¿ÂÀÇ ¹Ý±º Á¶Á÷ÀÎ ‘½ÅÀÇ ÀúÇ×±º(LRA)’¿Í ‘Çõ¸í¿¬ÇÕÀü¼±(RUF)’Àº 10»ì ÀüÈÄÀÇ ¼ö¸¹Àº ¼Ò³âµéÀ» ³³Ä¡ÇØ ¼Ò³âº´À» Å°¿ö³ª°¡°í ÀÖ´Ù. ´ëºÎºÐ Æø·Â°ú ¸¶¾à Áßµ¶À̳ª Á×À½À» À§ÇùÇϸç ÀüÀï¿¡ Âü¿©ÇÒ °ÍÀ» °­¿äÇϸç, ÀÌ·¯ÇÑ ¼Ò³âº´µéÀº ±³À°À» ¹ÞÁöµµ ¸øÇßÀ¸¸ç °¡Á·µµ ¾ø°í, »çȸ¿¡¼­ Ã¥ÀÓÁ® ÁÖÁö ¾Ê¾Æ ¹ö¸²¹ÞÀ¸¸ç, ÀüÀï¿¡¼­ÀÇ À°Ã¼Àû, Á¤½ÅÀû Ãæ°Ý°ú »óó, ÁËÃ¥°¨¿¡ ½Ã´Þ¸®¸ç »ì¾Æ°¡°í ÀÖ´Ù.

Àü ¶óÀ̺£¸®¾Æ ´ëÅë·ÉÀÌÀÚ Å×·¯ ¹«Àå ´ÜüÀÎ Çõ¸í¿¬ÇÕÀü¼± RUFÀÇ ÁöµµÀÚ´Â ¼Ò³âº´ °í¿ëÀÇ Ã¥ÀÓÀڷμ­ ¿ª»ç»ó óÀ½À¸·Î ±â¼ÒµÇ¾ú´Ù. ±×´Â ºÒ¹ýÀû ¡Áý°ú °í¿ëÀ» ÇÑ °Í¿¡ ´ëÇÏ¿© À¯Á˸¦ ¼±°í ¹Þ°í ¹ú±ÝÀ» ¹°¾ú´Ù. ±×·³¿¡µµ ¿©ÀüÈ÷ ÀÌ·¯ÇÑ ºÐÀï Áö¿ª¿¡¼­ º¸È£µÇÁö ¸øÇÏ´Â ¾ÆÀ̵éÀº ¾ÆÁ÷±îÁö ¼ö¸¸¸í¿¡ À̸¥´Ù.
