Political developments in the Middle East inevitably affect the far east side. This was true in 2002 when President George W. Bush declared war on the "axis of evil” consisting of Iran, Iraq, and North Korea. Therefore, when the United States invaded Iraq in 2003, then North Korean leader Kim Jong-il, a potential target, fled Pyongyang and did not return for several months.

Fast forward to 2020, in the wake of the drone strike that eliminated Iranian general Qasem Soleimani, it would be wise for Kim Jong-un to follow his late father’s precautions and downplay whatever new “strategic weapon” he promised for the new year. Recently, Pyongyang has also amassed a stockpile estimated by the Pentagon at between 30 and 60 nuclear weapons.

However, this aggressive attitude from Kim came in the wrong period. To justify US actions against General Soleimani, President Trump invoked the “imminent threat” criterion in international law which states that “the necessity for self-defense must be instant, overwhelming, and leaving no choice of means, and no moment for deliberation”. What this means is that President Trump could invoke the same criterion, even if unwarranted, to justify pre-emptive action such as a drone attack on North Korean missiles targeting US bases in Japan or South Korea.

To avoid this dangerous situation, it would be in Kim’s best interest to watch his words and prevent North Korea from being involved in this risky conflict.

김정은은 호전적 태도를 삼가해야 된다

중동의 정치적 변화는 극동 지역에 불가피한 영향을 미친다. 2002년에 조지 W 부시 대통령이 이란, 이라크, 그리고 북한, 즉 “악의축” 에 대해 전쟁을 선포했다. 그리고 2003년 미국이 이라크를 공격했을 때, 당시의 북한의 지도자였고 미국의 잠재적 목표였던 김정일은 평양을 떠나 몇달 동안 돌아오지 않았다.

2020년 미국이 바그다드 공습에서 이란 최고사령관인 거셈 솔레이마니를 사살했을 당시 김정은은 굴하지않고 신년에 새로운 전략적무기를 목격할 것이라고 발표했다. 최근 미 국방부는 북한이 현재 30개에서 60개의 핵무기를 보유하고 있을 것이라고 짐작하고 있다.

그렇지만 김정은의 이러한 호전적인 태도는 시기적으로 적절하지 않았다. 이란에 대한 미국의 공습을 해명하기 위해 트럼프 대통령은 솔레이마니를 “임박한 위험” 이라 칭하고, 나라를 수호하기 위해서는 꼭 필요한 행동이었다고 말했다. 이 말은 트럼프는 부당할지라도 한국과 일본에 있는 미군기지에 미사일을 쏠 수 있는 북한을 미리 공습할 수 있다는 뜻이 될 수도 있다.
이러한 위험한 상황을 피하고 북한을 위험에 빠트리지 않기 위해서는 김정은은 언행을 조심해야 한다.
