Current Status and Problems of Countries Moving to Cashless SocietyFocus on countries like Sweden, England, with low cash share
ÃÖÈ£ÁØ °³²Æ÷½ºÆ® Çлý±âÀÚ | ½ÂÀÎ 2020.02.17 19:18

Since the year 2000, countries like Sweden, England, and New Zealand have been taking large steps towards transitioning into a cashless society. These steps include the use of digital methods of payment like credit cards or smartphone transactions. Sweden especially has reported a high amount of change. As of 2018, it is reported to have rejected up to 45% of all cash payments in retail stores.

Korea, however, doesn’t reject cash payments as much. Although it is seeing a slow and steady movement toward a cashless society as can be seen in the decrease in cash payments in commerce.

The printing of currency in Korea, the US, and Japan retain a steady increase, while Sweden’s rapid progression to a cashless society is accompanied by a decrease in printed money. Korea’s issuance of money, when compared to its GDP, is around 6.1% as of 2018, slightly below the OECD average of 6.9%, while other countries like Sweden reach 1.3%, England 3.9%, and New Zealand 2.1%.

Some issues that have been raised with this transition include three aspects. Firstly, the reduction in the number of ATM’s and a reduction in access to cash. Secondly, the financial alienation of disabled or minimum-wage citizens that will constrain their consumption. Lastly, the reduced profitability of major agencies (for example, the central bank, financial institutions, cash transport companies, and ATM firms) participating in currency distribution systems and the resulting problems of such agencies as their role weakening within the industry.

To alleviate these problems, Sweden is working on laws that make it mandatory for commercial banks to use cash, and England, to improve cash services, is subsidizing postal services in areas where commercial banks are shutting down. England is currently ensuring that the number of ATMs to remain reasonable through a Payment Systems Regulator, a monitoring watchdog, and strengthening management and supervision by establishing a Cash Strategy Group.

The Reserve Bank of New Zealand, meanwhile, has recently sent a report requesting support from the government or the central bank in improving the efficiency of its currency distribution system.

These are but a few of how countries like Sweden, England, and New Zealand have their governments and central banks focusing on their currency distribution systems to ensure enough cash access. These objectives make it clear that these countries will maintain this rapid development over the following years.

Korea is also taking steps to ensure these problems do not appear in its transition toward a cash-free society. The Bank of Korea is planning to take a multifaceted approach to ensure citizens do not face inconveniences in using cash.
