¡°Republic of Korea or Republic of Single-Use Plastics?
±è¿¹Àº °­³²Æ÷½ºÆ® Çлý±âÀÚ | ½ÂÀÎ 2020.02.17 19:19

Paper cups, bottled water, and paper plates - these are disposable items a reporter has seen on tables of a restaurant located in Gangnam-gu. Most South Koreans would wonder about the legality of such a reckless situation especially at a time when the government is actively enforcing the environmental protection policies. The same reporter has contacted the restaurant’s owner and the Seoul Resource Recirculation Policy Division and confronted them about this issue. The Division responded, “those products are not subject to its current regulation and that it is legal to provide packaged food inside the stores.” Through these loopholes in the administration’s ‘Reducing Single-use Products’ policies millions of consumers and stores are producing tons of waste every day.

Just because South Korea has one of the best recycling rates in the world, does not mean we create the least environmental pollution. I want to stress that recycling is the last measure to prevent environmental pollution. The most important measure we need to take in addressing this problem is to reduce the consumption of disposable products from the start.

Recently, the single-use product consumption rate in Korea has been skyrocketing due to the increase in single-person households and food delivery services. South Korea used to rank first in annual plastic consumption and second in plastic packaging consumption in the world. According to the National Statistics Bureau study in 2016, Korea’s annual plastic consumption per capita topped the world with 98.2kg, exceeding that of Japan(66.9§¸), France(73§¸), and the U.S. (97.7kg). Moreover, according to a 2017 study from Korea Resource Circulation Service Agency, the annual amount of plastic used for packaging was 64.12kg, again exceeding that of the U.S.(50.44kg) and China (26.73kg).

In light of this pressing issue, the administration is further expanding its range of environmental policies to regulate disposable products. Furthermore, to fix the aforementioned loopholes, the Ministry of Environment has established a long-term phased plan (roadmap) to reduce the consumption of single-use products by 35% by 2022. However, there have been rising complaints among consumers about the inconvenience of tightening disposable goods regulations. Yet, if we keep on using the ‘quickest possible polluters’ of the environment due to their convenience, then the Republic of Korea will not be able to shake off the disgrace of being called the ‘Republic of Single-use Products’. Finally, the government ought to implement binding and effective environmental policies, and we must be conscious of the severity of the issue and actively practice preventive measures.

 

ÀÏȸ¿ëÇ° °øÈ­±¹, ´ëÇѹα¹

 

Á¾ÀÌÄÅ, »ý¼öº´, ÀÏȸ¿ë Á¢½Ãµé, ÀÌ´Â ±âÀÚ°¡ °­³²±¸¿¡ ÀÖ´Â ÇÑ À½½ÄÁ¡¿¡ °¡¼­ º» ÀÏȸ¿ëÇ°µéÀÌ´Ù. Æ÷ÀåÀÌ ¾Æ´Ñ ¸ÅÀå¿¡¼­ ½Ä»ç¸¦ Çϴµ¥µµ ºÒ±¸ÇÏ°í ÀÏȸ¿ëÇ°Àº ³ÑÃijµ´Ù. ¸¹Àº »ç¶÷µéÀÌ È¯°æÁ¤Ã¥ÀÌ Á¡Á¡ °­È­µÇ´Â ½ÃÁ¡¿¡¼­ ÀÌ·¯ÇÑ ÀÏȸ¿ëÇ° »ç¿ëÀÌ °ú¿¬ ÇÕ¹ýÀûÀÎÁö ÀǾÆÇØ ÇÒ °ÍÀÌ´Ù. ±âÀÚ°¡ ¾÷ÁÖ¿Í ¼­¿ï½Ã ÀÚ¿ø¼øȯ Á¤Ã¥°ú¿¡ ¹®ÀÇÇÑ ¹Ù¿¡ µû¸£¸é ÆÇ¸Å¿ë »ý»ê Á¦Ç° (Çöó½ºÆ½»ý¼öº´, Æ÷Àå¿ë ´Ü¹«Áö µî)À» Á¦°øÇÏ´Â °ÍÀº ÇÕ¹ýÀûÀÌ°í ±ÔÁ¦´ë»óÀÌ ¾Æ´Ï´Ù. ÀÌó·³ Á¤ºÎÀÇ ‘ÀÏȸ¿ëÇ° ÁÙÀ̱⒠Á¤Ã¥¿¡µµ ±¸¸ÛÀÌ ¹ß»ýÇÏ°í ÀÖ°í ±× ±¸¸ÛÀ» ÅëÇØ ¾÷¼Ò¿Í ¼ÒºñÀÚ´Â ¿À´Ãµµ ²÷ÀÓ¾øÀÌ »ýÈ° Æó±â¹°À» ¹èÃâÇÏ°í ÀÖ´Ù.

¿ì¸®³ª¶ó°¡ ´Ù¸¥ ³ª¶ó¿¡ ºñÇØ ºÐ¸®¼ö°Å¸¦ öÀúÈ÷ Çϱ⠶§¹®¿¡ ȯ°æ¿À¿°ÀÇ ºñÀ²ÀÌ Àû´Ù°í »ý°¢Çϸé Å« ¿À»êÀÌ´Ù. ºÐ¸®¼ö°Å´Â ȯ°æ¿À¿°À» ¸·À» ¼ö ÀÖ´Â ¸¶Áö¸· ´ëÃ¥ÀÌ°í °¡Àå Áß¿äÇÑ °ÍÀº ȯ°æ¿À¿°ÀÇ ¿øÀÎÀÎ ²÷ÀÓ¾øÀº ÀÏȸ¿ëÇ° ¼Òºñ¸¦ ÁÙÀÌ´Â °ÍÀÌ´Ù. ÃÖ±Ù ¿ì¸®³ª¶ó¿¡´Â ´Ã¾î³ª´Â 1ÀÎ °¡±¸¿Í Åùè, ¹è´Þ ¼Òºñ·Î ÀÎÇØ ÀÏȸ¿ëÇ° »ç¿ëÀÌ ´õ Áõ°¡ÇÏ´Â Ãß¼¼ÀÌ´Ù.
¿ì¸®³ª¶ó´Â ¿¬°£ Çöó½ºÆ½ ¼Òºñ·® 1À§, Æ÷Àå¿ë Çöó½ºÆ½ »ç¿ë·® 2À§ ±¹°¡´Ù. 2016³â Åë°èû ¹ßÇ¥¿¡ µû¸£¸é ±¹°¡º° 1ÀÎ´ç ¿¬°£ Çöó½ºÆ½ ¼Òºñ·®Àº ÀϺ»(66.9§¸), ÇÁ¶û½º(73§¸), ¹Ì±¹(97.7§¸)À» Á¦Ä¡°í Çѱ¹ÀÌ 1À§(98.2§¸)´Ù. Çѱ¹¼øȯÀÚ¿øÀ¯ÅëÁö¿ø¼¾ÅÍ µî¿¡ µû¸£¸é ¿¬°£ Æ÷Àå¿ë Çöó½ºÆ½ »ç¿ë·®Àº 2017³â ±âÁØ 64.12§¸À¸·Î ¹Ì±¹(50.44§¸)°ú Áß±¹(26.73§¸)º¸´Ù ¸¹¾Ò´Ù. ¶ÇÇÑ °úµµÇÑ ÀÏȸ¿ëÇ° ¼Òºñ·Î »ýÈ°Æó±âÇ°À» ó¸®ÇÒ ¹æ¹ýÀÌ Á¡Á¡ ¾î·Á¿öÁö°í ÀÖ´Ù. ÇÏÁö¸¸ °­È­µÇ´Â ÀÏȸ¿ëÇ° ±ÔÁ¦ Á¤Ã¥°¡¿îµ¥ ºÒÆíÇÔÀ» È£¼ÒÇÏ´Â ¼ÒºñÀÚÀÇ ºÒ¸¸µµ ÀûÁö ¾Ê´Ù. ±×·¯³ª Æí¸®ÇÏ°í ¹Ù»Ú´Ù´Â ÀÌÀ¯·Î ÀÏȸ¿ëÇ°À» ¹«Ã¥ÀÓÇÏ°Ô °è¼Ó »ç¿ëÇÑ´Ù¸é ÇöÀç ÀÏȸ¿ëÇ° °øÈ­±¹ÀÎ ´ëÇѹα¹ÀÇ ¿À¸íÀ» ¶³ÃĹö¸± ¼ö ¾øÀ» °ÍÀÌ´Ù.
