To preemptively mitigate the negative effects of COVID-19, the Korean government recently decided to make a fourth additional public spending. This spending will aid in treating patients, buying medical equipment, financially supporting households, and supporting paid leaves. It will cost the government around KRW 725.9 billion.
 
The three previous public spendings from the government were made from February to early March of 2020, with a total of KRW186.2billion. The first spending of KRW104.1 billion went to equipment and maintenance for screening clinics, emergency containment measures, and temporary facilities made for Koreans returned from Wuhan, China. The second KRW50 billion spending was made to deal with Chinese international students and to quarantine national civil service examination centers. The third KRW 77.1 billion spendings went toward supporting quarantine measures and households in Daegu and Cheongdo in Gyeongbuk province.
 
The specific details of this fourth spending of the government’s financial support are as follows:
 
First, KRW 33.2billion will go toward meeting the predicted increase in demand for screening by bolstering quarantine and inspection measures.
 
Second, KRW 129.6billion will go toward the quarantining and treatment of patients. More specifically, 1) KRW 39billion will expand on the operation of dedicated hospitals and equipment support for faster treatment of patients, 2) KRW 38billion will go to the expansion of intensive care units for severe patients, 3) KRW 14.8billion will go to an allowance for public health personnel dispatches, and 4) KRW 20.2billion will go to setting up and running healthcare centers for citizens with milder symptoms.
 
Third, KRW 38.2billion will go toward providing quarantine equipment toward healthcare establishments. 
 
Fourth, the largest investment of KRW 518.6billion will be for household financial support and compensation for losses from paid vacations.
 
Finally, KRW 6.3billion will be for improving the lack of information related to the coronavirus by improving the server of KCDC (Korea Centers for Disease Control) homepage, hiring workers for 1339 call centers that assist people on quarantine measures.
 
According to Mr. Nam-Ki Hong, the deputy prime minister, the Korean government will put quarantining and safety as a top priority because “without containment, the economy will suffer.” Through this expenditure, the government also hopes to streamline healthcare procedures so citizens in Daegu and Gyeongbuk can receive safe and expedient treatments. To ensure that this expenditure is effective, the government asked for cooperation from relevant ministries and local governmentsz.
 

코로나 19 긴급 방역대응/격리자 생활비 지원 위한 4차예비비 지출 결의

긴급 소요 지원 위해 7259억원 지출 예정

한국정부는 최근 국무회의에서 코로나 19의 추가적인 확산을 막고 조기에 피해를 극복 하기 위해 추가적인 제4차 예비비 지출을 의결하였다. 이는환자 치료관련한 병상/장비확충과 생활지원비 그리고 유급휴가비 등 지원을 위한 예비비로서 추가로 7259억원 지출을 의결한 것이다.

참고로 정부는 2020년 2월과 3월 초까지 총 3차에 걸쳐서 총 1862억원의 예비비를 지출하였다, 내용을 보면, 1차 1041억원은 선별진료소의 장비와 운영비, 입원치료 병상 확충등 긴급방역 지원과 우한 교민 임시생활시설 운영에 사용되었고, 2차 50억은 중국인 유학생 관리와 국가직 공무원 시험장 방역을 위해 지출하였다. 3차 지원은 771억원이 지출되었는데, 이는 대구/경북청도의 방역지원과 가정 내 돌봄 지원을 위한 것이었다.

이번 한국정부가 지출 결의한 4차 예비비의 주요내용을 보면 다음과 같다.
첫째, 코로나19 감염증 확산에 따른 선별검사 수요 증가를 대비한 추가 검역/검사 비용으로 332억원을 책정하였다.

둘째, 환자격리와 치료비용으로 1296억원을 책정하였으며, 세부사항으로는 1) 신속한 환자의 치료를 위한 감염병 전담병원의 운영 확대와 장비지원을 위해 390억원 2) 중증환자 집중치료 병상의 확충을 위한 380억원  3) 신속한 환자 치료를 위한 민간/공중보건 인력 파견 수당 148억원  4) 증상이 가벼운 경증 환자를 위한 대구/경북지역 생활치료센터 설치 및 운영비 202억원 등이다.

셋째, 보건소와 각 의료기관의 방역물품 지원을 위한 방역 비용으로 382억원이 책정되었으며
넷째, 가장 큰 금액인 5186억원은 생활지원 및 유급휴가 손실보상을 위해 의결이 되었다. 그리고 마지막으로 총 63억원은 코로나19 감염증 관련 정보 접근을 용이하게 하기 위한 질병관리본부 홈페이지 서버 보강, 방역 대응 체계 운영을 위한 1339 콜센터 인력 추가 증원 등을 위해 책정이 되었다.

이번 추가 예비비와 관련해 홍남기 부총리는 “방역 없이는 경제도 없다” 는 인식하에 방역과 안전을 최우선 순위에 두고 예비비를 지원하는 등 모든 조치들을 총동원하고 있다” 고 했다. 특히 이번 예비비 지출을 통해 생활치료센터의 운영이 원활하게 이루어져 대구와 경북지역의 환자가 안전하고 신속하게 치료를 받을수 있기를 바란다”고 밝히고, 이 같은 추가적인 예비비가 적기에 효과적으로 집행이 될 수 있도록 관계부처와 지방자치단체 간의 긴밀한 협조를 당부했다.
