COVID-19: Privacy vs Public Health

With the continuing spread of COVID-19, the ability of public health authorities to track the rate of infection and act effectively and immediately to contain new cases has become imperative in the step towards normal routines. To do so, public health agencies have no choice but to use advanced technologies such as data analytics and tracing applications. Many data privacy regulations allow temporary use of the data in certain situations. Due to the clauses in the regulations, governments can access personal data long after the crisis. Although the original intent is to track and isolate emerging cases, the issue of privacy has risen as a consequence.

Personal location data can be extremely sensitive and can be re-identified even after being anonymized. Thus, people are afraid of possible data misuse and excessive digital surveillance.

Privacy Enhancing Technologies (PETs) can be used to avoid developing a privacy crisis in the COVID-19 outbreak. PETs can enable a balance between privacy and public health by providing information to public health agencies without revealing individuals’ private data. PET-based contact tracing systems can allow health authorities with data insights at the population scale, which would help in predicting and containing the spread of COVID-19. Treatments for specific cases or areas provided can benefit both our privacy and society. With location data collected on a large scale, the public health authorities can inquire about the number of people who may have come in contact with infected individuals and take measures to communicate broadly to them. This way, the authorities could gain insight into geographic distribution and infection rate without exposing the locations or identities of infected individuals.
