According to the Ministry of Justice, as of 2019, the number of foreigners staying in Korea has exceeded 2.4 million people and is expected to rise above 3 million by 2022 (5.82% of the total population). These statistics indicate that Korean society has become multicultural.
Accordingly, there has been a discussion of a need for the establishment of concrete and effective multicultural policies to manage this change to South Korean society, which has been strongly mono-ethnic in its 5,000 years of history.
Meanwhile, as immigrants and South Koreans have increased contact with each other, social problems such as job competition, cultural conflicts, and domestic crimes, giving negative perceptions on immigrants to Koreans, have contributed to the emergence of anti-multiculturalism in Korea. This trend is clearly shown in the 2018 Multi-cultural Acceptability of the General Public Survey conducted by the Ministry of Gender Equality and Family. There was an overall decline in the acceptability rate for multiculturalism, and higher age groups have specifically shown lower approval rates.
It is an urgent task for our society to bring forth thorough analysis and resolutions regarding the problems of social integration. In such a manner, this reporter would like to suggest two essential steps that the government and the society as a whole should take.
First of all, there need to be practical and active educational and social integration assistance policies on Korean language and culture programs for immigrant adults and children. Social conflicts arising from a lack of understanding of each other’s languages and culture have become evident and frequent issues in society. Yet, our ignorance on this matter has caused significant social issues, such as cultural prejudice in multicultural families, marital discord between couples, parents, and children, alienation from education, and bullying.
This has created an aversion among Korean citizens towards multicultural families, and those families in turn are experiencing greater social alienation and discrimination. It is not a preferential treatment that migrants seek to receive but to be treated just as equally as Koreans. Thus, it is of utmost importance to help them learn Korean and Korean culture properly through schools and local programs in boosting the social integration process.
Second of all, it is paramount to change South Korean’s negative social perception of multicultural immigrants. They need to be recognized as legitimate members of our society.
As Ralph Waldo Emerson’s quote, “Fear always springs from ignorance”, we must first understand their situation as immigrants and put ourselves in their shoes before we judge and criticize them from our standpoint. Moreover, we need to become mature citizens who help them accept the Korean language and culture with respect, by first respecting their circumstances, languages, and culture.
Through these measures and actions, South Korea needs to have an open national attitude that embraces and respects multiculturalism while preserving Korea's identity.
