In a conference on May 14th, the Bank of Korea’s Monetary Policy Board, noting the hardships that domestic SMEs are facing during the pandemic, decided to support these enterprises and private businesses by increasing its intermediary support loan limit by 5.0 trillion KRW (Approx. 4.0 Billion USD).

Intermediary support loans are funds provided by the Bank of Korea to commercial banks at low-interest rates in an effort to support SMEs. The Bank of Korea will allocate the stimulus loans between commercial banks based on each bank’s specific loaning practices pertaining to SMEs. Each commercial bank will be able to borrow these low-interest loans within this regulated limit.

This loan, added onto the first round of handouts in February of 5.0 trillion KRW, will total in 10 trillion KRW (Approx. 8.0 Billion USD) being injected into the economy. According to the Bank of Korea, as of late April, 81% of this stimulus loan has been loaned out by commercial banks, and some regions have even loaned out 100% of these distributed funds.

The Bank of Korea expects this additional measure to help smaller businesses that are still struggling to remain financially afloat during the pandemic.

The additional funding will be allocated so that Seoul receives 1.0 trillion KRW and other regions receive an aggregate of the remaining 4.0 trillion KRW. To ensure equality of funds distribution, the Bank of Korea has reduced the loan limit per firm by half, from 1.0 billion KRW (Approx. 800K USD) down to 500 million KRW (Approx.400k USD).

The loan specifically aims to help SMEs in order to support their working expenditures for the next year, the major industries being wholesale and retail, food, lodging, leisure, transportation, and those struggling to export raw materials.

The funding will be provided until the end of September 2020, and the Bank of Korea has declared to apply a loan rate of 0.25% to commercial banks that will be lending out to these affected businesses.

Meanwhile, in an effort to prevent the spread of COVID-19 worldwide, the Korean government recently decided to provide 53 million USD to Central and South America through collaborative financing with the Inter-American Development Bank (IDB), the Economic Development Cooperation Fund (ECDF), and the Korean Fund. Through this, the government hopes to share Korea’s experiences regarding the country’s disease response measures.
