What is TikTok?
TikTok is a type of social media similar to Instagram and Snapchat that lets users post short-form clips of 15 to 60 seconds long on any topic. Users can shoot, edit, and upload videos with filters, background music, animation, etc. TikTok started as Musical.ly, but the app was acquired by the Chinese company ByteDance in 2018 and replaced with a new logo and name. ByteDance renamed the app TikTok because Musical.ly was always known for a lip-syncing app, and they wanted a unique name that would draw people to the app.

How popular is it?
Since then, it has exploded in popularity; it became the number one download in the App Store worldwide, beating other apps like YouTube, WhatsApp, Instagram, and Facebook. Overall, it has been downloaded roughly 2 billion times, and 41% of its user base is young: their age range is between 16 and 24. But the app has been controversial for its origins in China and its alleged intrusive data collection policies.

So what’s the problem?
In the first week of July, India banned TikTok along with 58 other Chinese Apps ? among them the popular messaging app WeChat, citing security concerns. India has been the biggest driver of new TikTok downloads, about 660 million installs since its rebranding in 2018. The TikTok ban in India appears to be connected to the border clash with China in the Galway Valley, in which 20 Indian soldiers died. The Indian government, though, claims that the Chinese apps are “stealing and surreptitiously transmitting users’ data in an unauthorized manner.” On top of that, now TikTok is facing the prospect of losing the U.S. which is of course another huge market. The U.S. Secretary of State Mike Pompeo said the United States is also “looking at” banning TikTok and other Chinese social media apps as well. TikTok has ceased to operate in Hong Kong because of a new security law granting expanded powers to the mainland Chinese government. TikTok has been under great pressure from Congress as well as a Secretary of State Mike Pompeo to try to substantiate that it wouldn’t serve and doesn’t serve the interests of Beijing. The move of TikTok trying to abandon its business in Hong Kong, which is relatively small, could be seen as a way for the company to try to a “safeguard” itself and get rid of this vulnerability from all U.S. pressure. But TikTok has repeatedly refused to appear at congressional hearings in the U.S. to discuss security issues. If TikTok did have nothing to hide, why does it still not have much to say?

틱톡은 인스타그램, 스냅챗과 유사한 소셜미디어로 어떤 주제에 대해서도 15~60초 길이의 짧은 형식의 클립을 올릴 수 있는 플랫폼이다. 사용자는 필터, 배경 음악, 애니메이션 등으로 동영상을 촬영, 편집, 업로드를 할 수 있다. 틱톡은 Musical.ly으로 시작했지만 이 앱은 2018년 중국 회사 바이트댄스에 인수되어 새로운 로고와 이름으로 대체되었다. 바이트댄스는 Musical.ly 대신 사람들의 관심을 사로잡는 독특한 이름으로서 앱 이름을 틱톡으로 바꾸었다.
 
얼만큼 유명한가?
이름이 바뀐 이후, 틱톡의 인기는 폭발적으로 증가했고 유튜브, 왓츠앱, 인스타그램, 페이스북과 같은 다른 앱들을 제치고 전세계 앱스토어 1위에 올랐다. 전세계적으로 약 20억번 다운로드를 기록하였으며, 사용자 기반 중 41%는 16세에서 24세 사이이다. 그러나 이 앱은 중국에서의 기원과 침입적인 데이터 수집 정책으로 인해 논란이 되어왔다.

틱톡, 개인정보 유출?
7월 첫째 주에 인도는 보안상의 문제를 이유로 58개의 다른 중국 앱과 함께 틱톡을 금지했는데, 인기 있는 메시징 앱 위챗도 같은 이유로 금지되었다. 인도는 2018년에 rebranding부터 틱톡을 약 660만번 설치한 기록이 있다. 인도 틱톡 금지는 20명의 인도군이 사망한 갈완 계곡에서 중국과의 국경 충돌과 관련이 있는 것으로 보인다. 하지만 인도 정부는 중국 앱이 "무단으로 사용자 데이터를 몰래 전송하고 있다"고 주장하고 있다. 게다가 이제 틱톡은 또 하나의 거대한 시장인 미국을 잃을 것이라는 전망에 직면해 있다. 마이크 폼페이오 미국 국무장관은 미국도 틱톡과 다른 중국 소셜미디어 앱도 금지하는 것을 "전망하고 있다"고 말했다. 틱톡은 중국 본토 정부에 확대 권한을 부여하는 새로운 보안법 때문에 홍콩에서 영업을 중단했다. 실제로 틱톡은 마이크 폼페오 국무장관뿐 아니라 의회로부터도 베이징의 이익에 도움이 되지 않는다는 것을 입증하기 위해 많은 압력을 받아왔다. 틱톡이 상대적으로 규모가 작은 홍콩에서 사업을 포기하려는 움직임은 기업 스스로 '안전장치'를 시도하며 미국의 모든 압력에서 이 취약성을 제거하는 방법으로 볼 수 있다. 그러나 틱톡은 안보 문제를 논의하기 위해 미국에서 열리는 의회 청문회에 출석하는 것을 거듭 거부해 왔다. 틱톡이 정말 숨길 것이 없다면, 왜 아직도 아무 언급도 하지 않는 것일까?
