The G20 Finance Ministers held a virtual conference on Saturday, July 18th. They discussed the quarantine response to COVID-19, solutions to the economic crisis, and the importance of finance and fiscal policy as a part of these solutions. Although the original meeting had been scheduled to be held in Jeddah, Saudi Arabia, the pandemic has forced attendees to go online instead.
 
Attendees included Korea’s Deputy Prime Minister and Minister of Economy and Finance, Hong Nam-Ki, the other G20 Finance Ministers, representatives of the International Monetary Fund, OECD, World Bank, and the Financial Stability Board.
 
The current world economic outlook was first reviewed, and then a cooperation plan was discussed for a G20 action plan for global economic recovery. The to-do list included 1)quarantine measures, 2)economic response, 3)short-term solutions like international financial support, 4)long-term recovery, and 5)preparations for the future.
 
The G20 members agreed that COVID-19 will change the global socioeconomic landscape significantly, and have also pledged to keep working to facilitate the recovery after the pandemic is over. Furthermore, they identified the collapse of the global value chain as something that could undermine this goal. As a result, they decided to enhance their efforts to prevent this from happening. Financial aid for developing countries, infrastructure, international taxes, and financial issues were discussed as part of the G20’s financial performance evaluation to ensure people equal access to new opportunities. A joint agreement was drawn up concerning this topic.
 
In session 1, Georgieve, Managing Director of IMF, provided a rundown of the global economic outlook and risk factors. These helped build the case for the G20’s COVID-19 response action plan, which will be a policy agreement to ease trade restrictions, expand the global financial safety net, etc. Prime Minister Hong, as the co-chair of the International Financial Architecture Working Group, detailed Korea’s 1) successful quarantine measures, 2) response to economic threats (with a $230billion in government spending), and 3)$130billion new-deal plan for post-pandemic recovery.
 
In session 2, Saudi Arabia’s Minister of Finance Al Jadaan described the latest main performance report and celebrated the smoothly executed mid-long term assignment report on improving access to new opportunities and expanding infrastructure investment.
 
In session 3, Communique has been approved in response to comments made by Korea. The main points of agreement were 1) the importance of each country’s finances in active response to the economic crises and quarantine, 2) the need for cooperation in a greatly altered world after the pandemic, 3) continual effort to increase inclusiveness such as reducing inequality, and 4) cooperating to prevent the collapse of the global value chain, which would be a significant impediment to future economic recovery.

한국의 코로나19 대응 정책 공유하고 포스트코로나 시대 준비

주요 20개국 재무장관들은 7월18일 화상회의를 개최하여, 코로나19로 인한 방역과 세계경제위기 극복 방안을 논의하고, 각국 재정의 적극적인 역할을 강조하였다. 당초 회의는 사우디아라비아의 제다에서 개최될 예정이었으나 코로나19로 인하여 화상회의로 변경되었다.

회의에는 한국의 홍남기 부총리겸 개획재정부장관을 비롯, 주요 20개국의 재무장관들과 국제통화기금(IMF), 경제협력기구 (OECD), 세계은행 (WB), 금융안정위원회 (FSB) 등의 대표들이 참석하였다.

이번 회의에서는, 세계경제 전망과 코로나19 극복을 위한 G20 액션플랜의 이행과 세계경제회복을 위한 공조방안이 논의되었다. 실천과제로는 1)방역 대응, 2)경제적 대응, 3)국제금융지원 등 단기과제와 4)지속적인 성장의 회복, 5)미래에 대한 준비 등이다.

G20은 합의문을 통해 코로나19 이후 경제/사회구조가 급변할 것임을 강조하고, 포스트 코로나 시대 대응을 위해서도 협력하기로 합의하였으며, 향후 경제회복의 장애 요인이 될 수 있는 글로벌 밸류체인 와해를 막기 위한 공조를 강화하기로 하였다. 또한 새로운 기회로의 접근성을 제고하고, 개도국 금융지원, 인프라, 국제조세, 금융이슈 등 G20 재무트랙 주요 성과에 대해 논의하고, 공동합의문을 도출하였다.

세션1에서는 IMF 게오르기에바 총재의 세계경제전망과 위험요인 진단에 공감하면서, 세계경제의 불황을 막고, 코로나 19에 대응하기 위한 G20 액션 플랜으로 무역제한 조치 완화와 금융안전망 확충 등 G20의 정책공조를 강조하였다.  한국의 홍 부총리는 국제금융체제 워킹그룹 공동의장국으로서 선도발언을 통해 한국의 성공적인 1)방역대응, 2) 경제위기 대응(추경을 통한 2300억달러 지원 방안), 3) 포스트 코로나 상황에 대한 대비(1300억 달러 규모의 한국판 뉴딜 추진) 등에 대하여 설명하였다.

세션2에서 의장국인 사우디아라비아의 알자단 재무장관은 이번 회의에 제출된 주요 성과보고서에 대해 설명하고 새로운 기회에 대한 접근성을 제고, 인프라 투자확대 등 중장기 과제에 대한 보고서가 차질없이 마련된 것에 대해 감사를 표시하였다.

세션3에서는 한국 등의 발언을 반영해서 코뮤니케가 승인이 되었으며, 주요 합의 사항으로는 1)코로나 19로 인한 방역과 경제 위기에 적극 대응하고, 각국 재정이 적극적인 역할을 지속해 간다는 점, 2) 코로나19 이후 세계 경제, 사회 구조가 급변할 것임을 강조하고, 포스트 코로나 시대 대응을 위해 협력한다는 내용, 3)불평등 개선 등 포용성 제고를 위한 노력을 지속한다는 점, 그리고 4)세계 경제의 가장 큰 하방 위험이자 향후 경제회복의 장애 요인이 될 수 있는 글로벌 밸류체인의 와해를 막기 위해 공조할 것 등이다.
