A few days ago, I found an interesting article in a newspaper that caught my eye. The article was about a survey that asked people: Who are the most ugly people around you? The highest ranking on the list were the free riders in the group project. What is a free ride here? It refers to the act of seeking only personal interests in group activities without any consideration or payment.
Let's take a look at our daily lives. Among the many goods and services that enhance the satisfaction of our life, they have two characteristics. First of all, they are goods that can be used without paying for their use (non-excludable). Secondly, their consumption does not affect others' consumption (Non-rivalrous). These goods are called public goods. The national defense, security, fire services, and the parks and street lamps around the house, which are always protecting us even though we are not aware of them everyday, are the examples of public goods. But because of the nature of the goods themselves, people tend to be "free riders" who wait for someone to produce them rather than participate in production or share production costs.
Due to the trend of free riders, it is practically very difficult for public goods to be supplied through private companies. From the perspective of private companies, which are seeking profits through production activities, they do not have the economic incentive from participating in production for public goods. Who would want to offer public goods, such as national defense services, that cost a lot of money but no one pays for them? Although public goods are goods and services that many can enjoy at the same time, they are not produced autonomously in the market. In other words, it is not distributed where it is necessary in society, and in this sense, market failures appear.
However, there is no need to hate those who chose the free ride strategy for public goods by equating them with the people in the article that I mentioned in previous. There is a problem with people who promise to work together in a common task and only look for good results (credit marks) on the back of other people's efforts. But trying to use public goods that they can consume as much as they want for free without incurring costs can be interpreted as a reasonable attitude that should be taken from the perspective of an economist, which seeks maximum effect at a minimum cost.
The amount of public goods that the nation can provide is limited. That is why the best way to solve these free rider problems is to create a demand revelation mechanism. If the true preference of consumers of public goods is not expressed, the proper level of public goods production is difficult. Therefore, the best solution is to collect and statistics this demand revelation mechanism, which shows the preferences of each consumer, so that the nation can supply more of the public goods that people need.
