If this month marks a turning point in the 2020 presidential race, it may owe as much to events in Wisconsin as the virtual Republican National Convention. Trailing in the polls, incumbent President Trump was already counting on a message about the threat of civil disorder to help him reach undecided and moderate voters.

But events have conspired to give him an unexpected boost. Last month’s shooting of Jacob Blake, who is black, by police in Kenosha, Wisconsin has sparked a wave of protests in this sleepy Midwestern city of fewer than 100,000 residents. Several nights of unrest saw buildings set on fire, fatal gunfire, and scuffles among protesters and counter-protesters.

In a new poll, 59 percent of voters said violent crime was “very important” to how they will vote, making it a top-five issue. And a recent survey in Wisconsin, a swing state, found that support for Black Lives Matter has declined over the summer while there is rising concern about violence.

Due to this, there was an increase in gun sales and background checks over the last couple of months. Democrats have learned from bitter experience that gun rights and law & order issues can be used against them. In 1994, former president Bill Clinton blamed the party’s huge loss of support in the midterm elections on gun rights activists. They were so angry about a new law banning assault weapons that they turned out in high numbers to vote Republican.

The gun and law enforcement issues could well undermine a key part of what was supposed to be Joe Biden’s strength: his ability to win back working-class voters who supported Barack Obama in 2008 and 2012 but defected to President Trump four years ago. Working-class whites are also the largest group of Americans who sat out in recent elections.

Polls are also showing that suburban swing voters, who helped Democrats win back control of the House in 2018, are concerned about the violent protests. President Trump tapped their concerns when he prevailed four years ago. Events of the past month suggest he may be able to do so again.

미국 대선에서 이번 달이 2020년 대선 레이스의 전환점이 된다면 가상의 공화당 전당대회 못지않은 위스콘신에서의 이벤트 덕분이라고 할 수 있다. 여론조사에서 뒤처진 트럼프 현 대통령은 이미 자신이 부동층과 중도층 유권자들에게 다가갈 수 있도록 현재 미국 사회가 직면한 사회적 혼란의 우려에 대한 메시지를 부각시키고 있었다.

그러나 일련의 사건들은 그에게 뜻밖의 힘을 실어 주었다. 지난달 위스콘신주 케노샤에서 흑인인 제이콥 블레이크를 경찰에 사살한 사건으로 인해 주민 10만 명도 안 되는 작은 중서부 도시에서는 항의의 물결이 일고 있다. 며칠 밤 계속된 소요로 건물들이 불길에 휩싸였고, 시위자들과 반대 시위자들 사이에서 치명적인 총격과 몸싸움이 벌어졌다.

새로운 투표에서, 59퍼센트의 유권자들이 폭력 범죄가 어떻게 투표할지에 대해 "매우 중요하다"라고 답해, 5대 쟁점으로 부상했다. 그리고 최근 스윙 주 위스콘신에서 실시한 조사에 따르면, “Black Lives Matter (흑인의 생명은 중요하다)” 운동에 대한 지지는 올여름 동안 감소하는 반면, 폭력에 대한 우려는 증가하고 있는 것으로 나타났다.

이 때문에 최근 몇 달간 총기 판매와 신원 조회가 급증했다. 민주 당원들은 총기 규제와 법질서 문제가 자신들에게 불리하게 사용될 수 있다는 것을 뼈아픈 경험으로부터 배웠다. 1994년 빌 클린턴 전 대통령은 중간선거에서 지지층을 잃은 큰 손실의 원인을 총기 권리 운동가들에게 돌렸다. 그들은 공격용 무기를 금지하는 새로운 법에 대해 분노하며 공화당에 투표하기 위해 대거 나왔다.

총기 및 법 집행 문제는 조 바이든의 강점으로 여겨졌던, 2008년과 2012년 버락 오바마를 지지했지만 4년 전 트럼프 대통령에게로 돌아선 노동자 계층 유권자들을 되찾을 수 있는 능력이라는 핵심 부분에 부정적인 영향을 미칠 수 있다. 노동자 계급의 백인들은 또한 최근 선거에 참여하지 않은 가장 큰 미국인 그룹이다.

여론조사 결과 2018년 민주당이 하원을 다시 장악할 수 있도록 도왔던 교외 부동층 유권자들이 폭력시위를 우려하고 있음을 알 수 있다. 트럼프 대통령은 4년 전 자신이 우세했을 때 그들의 우려를 공략했다. 지난 달의 사건들은 트럼프가 다시 그렇게 할 수 있을지도 모른다는 것을 암시한다.
