According to the Ministry of Health Welfare in Korea, approximately 20,600 teenagers have been discharged from orphanages every five years, which means that more than 4,000 teenagers lose their shelters yearly. This is because of the law in Korea where orphans get banished from their orphanage at the age of eighteen. However, orphans, especially the ones who have grown up in the orphanage their whole life, are very new and vulnerable to the new life they will be facing, away from their orphanage. The government is supporting the orphans financially by bettering the public rental housing and allowances, but the orphans in Korea tend to say: “What we need is a caring adult, not financial support.”
 
Most of the orphans who become independent from the orphanage initially suffer from mental anxiety and illnesses such as depression because they have never been alone, away from their “Family” at the orphanage. Without caring adults, they cannot cope with their own life and even if they wanted to overcome their mental illnesses, they cannot afford the psychological counseling fees nor therapy. What they require is not financial help but a wise adult, who they can rely on.
 
For example, a 19-year-old girl, who became an adult this year, immediately left the orphanage after she received five million won for self-reliance settlement from the local government. She first entered government residential facilities; however, she is now living in her high school teacher’s house because she needed someone who can care for her, empathize with her pain and understand her situation.
 
Every year, thousands of orphans get banished from the orphanage just because of their age. Without the knowledge of anything, they are forcefully told to survive alone, and due to their lack of knowledge of the economy, they end up neglecting the money from the government and fall into a lower social position. It is important to pay more attention to the orphans and help them with caring support.

우리에게 필요한 것은 돈이 아닌 어른

만 18세가 되면 보육 시설을 나와 자립하는 청소년들을 ‘보호종료아동'이라 부른다. 보건복지부에 따르면 약 2만600명의 청소년들이 5년마다 보육원에서 퇴소하고 있으며, 매년 약 4000명의 십대들이 퇴소를 하는 셈이다. 한국에서는 보육원 학생들이 만18세가 되면 보육원에서 나와 자립을 해야하는 법이 있기 때문이다. 평생을 보육원에서 자라온 십대들은 어린 나이에 자립을 경험해야 하기 때문에 정부는 공공임대주택과 자립수당 지원을 강화시키고 있다. 비록 한국의 보육원 학생들은 정부로부터 많은 지원을 받지만, 그들은 “우리에게 필요한 것은 돈이 아닌 어른”이라고 말한다.

실제로 보호자가 없는 보호종료아동은 대부분 10년 이상 보육원에서 집단생활을 하는 것에 더 익숙하기 때문에 처음 독립을 하게 되면 혼자 남겨졌다는 공허함과 우울감 때문에 정신적인 불안과 우울증에 시달리기도 한다. 보호종료아동은 대부분 갑작스럽게 시설이라는 울타리에 나가게 되면서 우울감을 겪지만 심리 상담을 받을 여유까지는 없다고 한다. 이 아이들에게 급한 것은 돈보다도 의지할 수 있는 어른이다.

올해 성인이 된 19세 여성은 지자체에서 지급하는 자립 정착금 500만원을 받은 뒤 곧바로 고아원을 떠나야 했다. 처음에는 정부에서 지원해주는 주거시설에 들어갔지만 지금은 자신의 처지에 공감하고 진심으로 돌봐줄 사람이 필요하다고 한다.

매년 많은 고아원 청소년들이 단지 만 18세가 됐다는 이유로 보육 시설에서 나와 자립을 해야 한다. 그들은 사회에서 살아남는 법조차 모른다. 오히려 정부로부터 지원 받은 돈을 받아도 어떻게 쓸지 몰라 방치하는 아이들이 더 많다. 만 18세가 되어 바로 자립하게 된 학생들은 자연스럽게 사회적으로 낮은 위치에 서게 된다. 우리는 이런 보호종료아동들의 견해에 좀 더 귀를 기울이고 그들이 사회에 더 잘 적응할 수 있도록 경제적 뒷받침을 해줘야 할 것이다.
