South Korea¡¯s Conscription Law

Upcoming March, South Korea is facing another presidential election. Each party comes up with new policies that they hope will bring more votes to their sides.

One of the topics that are brought to the table every five years is the reformation of the conscription law. South Korea, due to its geopolitical relationship with North Korea, needs a strong military to maintain its democratic values and assets. Currently, according to Global Firepower, when compared to its Power Index, South Korea is ranked at the 7th place, right below Japan and right above France.

However, experts warn that South Korea can lose its strong military power shortly. One of the social changes that can abate South Korea’s military power is the decreasing birth rate of the nation. KIDA’s (Korean Institute for Defense Analyses) research on potential military personnel shows that in 2040 South Korea will have about 140,000 people available for the draft, which is about 60,000 less than what they need to maintain their current military power.

Considering this situation, some experts assert that South Korea needs to stick with the current conscription system because not doing so will only create a bigger gap between the number of required military personnel and available military personnel.

However, other experts are arguing that since it’s impossible to recruit enough people with the current drafting system, South Korea should aim to recruit people who are willing to serve longer in the military to increase the total number of active military personnel, which can be done by implementing the voluntary military system.

South Korea’s controversial conscription law has been debated all around the place from the family dinner table to the presidential debate. I hope these discussions won’t merely be expanded as superficial populist policies but will bring actual changes and advance South Korea’s military in the future.
