On June 24th, a shocking event caused Korean teens to go mad. Minecraft, one of the most famous games among them, had been changed to a Rated R game and they were not able to play it anymore. How did a game that was rated 10+ by the Korean ESRB suddenly change to an adult game? The Shutdown Law is behind the scenes of this change.

The Shutdown Law is a Korean Law that was suggested by the Ministry of Gender Equality and Family and passed by the Congress, which restricted Korean teens below 16 to not play online games from midnight till 6 A.M. It was an attempt to promote healthy gaming habits and prevent students from staying up all night. However, because of this law, teens were banned from playing Minecraft at all.

Minecraft was originally developed by a company named Mojang. In 2014, Microsoft took over Mojang, which made Minecraft their property as well. This year, Microsoft changed its account policies. Instead of using a Mojang account to play Minecraft, players had to now use an Xbox Live account that was created by Microsoft. As the Minecraft account had been switched, it became a problem together with the Shutdown Law. As the Shutdown Law was only valid in Korea, Microsoft needed to separate Korean Minecraft users from other countries. As creating a Korean server would be too expensive for the company, Microsoft had no choice but to make Minecraft itself rated R and inaccessible for teen players.

Opinions had split on how Korea should deal with the Shutdown Law that caused this situation. The Democratic Party’s MP Jun, MP Kang, and MP Kwon are quickly  promoting repeal or amendment. Since the law’s first enactment in 2011, the teens who had been affected by this law have become eligible to vote for these MPs. Therefore, through support, the repeal of the Shutdown Law may be hastened. On the other hand, the Ministry of Gender Equality and Family only wants amendments and no repeals. Parent civic groups are in total denial of both repeal and amendment. Still, the Gender Equality and Family Committee, the group that is in charge of this law, is positively considering repeal.

셧다운제의 운명은?

6월 24일, 한국인 청소년들이 분노할만한 사건이 일어나게 된다. 가장 유명한 게임 중 하나인 “마인크래프트(Minecraft)”가 19세 등급으로 바뀌면서 청소년들이 더 이상 할 수 없게 된 것이다. 게임물관리위원회에서 12세 이상을 받은 게임이 어떻게 갑자기 19세로 바뀌게 된 것인가? 이 사건 뒤에는 우리나라의 “셧다운제” 법이 존재한다.

셧다운제란 우리나라 여성가족부에서 제안해 통과된 법으로, 16세 미만의 청소년들이 0시부터 6시까지 온라인 게임을 할 수 없도록 제한한 법이다. 청소년들이 새벽 시간에는 게임을 하지 못하도록 강제로 제한을 둔 법으로서 건전한 게임 문화를 유도하려고 했던 시도였다. 하지만, 이 제한으로 인하여 청소년들이 마인크래프트를 아예 접근하지 못하게 되어버린 것이다.
 
마인크래프트는 원래 “모장(Mojang)”이라는 회사가 개발한 게임이었다. 그러나 2014년도에 마이크로소프트(Microsoft)가 모장을 인수하게 되면서 마인크래프트 또한 마이크로소프트의 소유가 되었다. 그러고 나서 올해는 마이크로소프트가 계정 정책을 변경하게 되었다. 마인크래프트를 하기 위해 필요했던 접속 계정을 본래의 모장에서 만든 모장 계정이 아닌 마이크로소프트의 게임 콘솔인 엑스박스(XBox)에서 만든 엑스박스 라이브(XBox Live) 계정으로 통합을 했다. 통합이 됨에 따라 앞서 말한 셧다운제와 맞물리게 되었다. 셧다운제는 우리나라에만 적용되는 법안이기 때문에, 다른 나라의  마인크래프트 유저들과 분리를 해서 관리를 해야 했다. 셧다운제가 적용되는 한국 전용 서버를 만들면 비용이 과대하기 때문에 회사 측에선 어쩔 수 없이 마인크래프트 자체를 한국에서 19세로 등록을 해버린 것이다.

이 상황을 일으킨 셧다운제에 대해서 어떻게 해야 하는지 국가에서 여러 의견이 갈리고 있다. 더불어민주당의 전용기 의원, 강훈식 의원, 권인숙 의원 등 셧다운제 폐지나 개선에 앞서나가는 국회의원들이 존재하고 있다. 셧다운제가 적용된 2011년에 게임을 하던 청소년들이 이제는 20대가 되어 투표권이 생긴 만큼 셧다운제 개선을 추구하는 의원들을 지지해 더 빠르게 법안을 통과시킬 수도 있다. 이에 반해 여성가족부는 폐지는 고려하지 않고 개선하는 데에 있어선 동의를 한다고 발언했다. 여러 부모님들이 포함된 시민단체들은 완전히 반대하는 모습도 보이고 있다. 그래도 셧다운제를 총괄하는 여성가족위원회에서는 다른 의원들과 함께 폐지 쪽을 고려하고 있으니 청소년들은 입법부의 입장을 긍정적으로 여길 수 있는 상황이다.
