Due to the Russian- Ukrainian war, the South Kuril Islands dispute between Russia and Japan has aggravated.  

The Kuril Islands are a chain of islands between Hokkaido, Japan, and the Kamchatka Peninsula, Russia.

Russia claims to have acquired the Kuril Islands through the Yalta Agreement during the Soviet era. In addition to the territory lost by the Russo-Japanese War in 1905, the Kuril Islands were guaranteed rights.

 However, the Japanese deny that the Yalta Agreement is not a legal document related to the attribution of the territory. In addition, the four islands claimed by Japan are not part of the Kuril Islands but belong to Hokkaido, and even if the San Francisco treaty renounces the Kuril Islands, it does not renounce their rights to the islands.

 Currently, Russia has “effective control” over the Kuril Islands but allowed Japan to practice fishing. However, Russia banned Japan from fishing around the Kuril Islands after Japan failed to pay the requirements for the treaty signed in 1998. 

After the Russian-Ukrainian war, Japan actively participated in sanctions such as banning exports to Russia and expelling diplomats. As a result, Russia says it will stop negotiating a peace treaty.

Because of such regulations, Russia put Japan on the “Unfriendly Countries List”. Russia also launched missiles around the Kuril Islands to show its power on the Kuril Islands.
The Russian-Ukraine war has worsened the relationship between Russia and Japan, and the territorial dispute over the Kuril Islands shows no sign of resolution for the time being.

러시아와 일본의 영토분쟁
쿠릴열도를 둘러싼 갈등

올해 초 발생한 러시아와 우크라이나의 전쟁으로 인해 러시아와 일본이 영유권을 두고 다투던 쿠릴열도 분쟁의 상황이 더욱 악화되었다. 

쿠릴열도란, 일본 최북단 홋카이도와 러시아의 극동 캄차카반도 사이에 위치한 56개의 섬을 말한다. 러시아와 일본은 이 중에서도 쿠릴열도 남단의 섬들을 둘러싸고 영유권을 다투고 있다.   

러시아 측은 소련 시절 얄타협정을 통해 쿠릴열도 지역을 획득했다고 주장한다. 이들은 얄타협정을 통해 1905년 러일 전쟁으로 인해 잃은 영토와 더불어 쿠릴열도의 권리까지 보장받았다고 주장한다. 

하지만 일본 측은 얄타협정이 영토의 귀속과 관련된 법적인 문서가 아니라고 부정하고 있다. 자신들이 영유권을 주장하고 있는 4개의 섬은 쿠릴열도에 포함되는 것이 아니라 홋카이도에 속하는 일본의 고유 영토라며 샌프란시스코 조약에서 쿠릴열도에 대한 영유권을 포기했다고 하더라도 이 4개의 섬에 대한 권리를 포기한 것은 아니라고 주장하고 있다. 

현재 러시아가 쿠릴열도에 대해 실효적 지배를 하고 있다. 다만, 일본 어선들이 주변 바다에서 조업을 할 수 있도록 1998년 협정을 맺었는데 러시아 외무부가 현지시간 6월 7일 이 협정을 중단하겠다고 발표했다. 그 이유는 일본이 협정 대한 비용을 지불하지 않았기 때문이라고 밝혀졌다. 

최근 러시아와 우크라이나 전쟁이 발생하고 일본은 러시아에 대한 수출 금지와 외교관 추방과 같은 재제에 활발히 동참하고 있다. 이 결과, 일본은 러시아의 비우호 국가 명단에 이름을 올리게 되었다. 더불어, 러시아는 평화조약 체결 협상도 중단할 것이라고 밝혔다.

러시아-우크라이나 전쟁으로 인해 러시아와 일본 사이가 악화되어 쿠릴열도를 둘러싼 영토 분쟁은 당분간 해결될 기미가 보이지 않는다.
