Until now, governments and individuals have been working to handle climate change. However, they encounter a significant obstacle that undermines their goal: war. War is killing the environment more than we can imagine.

In the past, wars had detrimental effects on the environment. From 1964 to 1970, during the Vietnam War, 12 million gallons of defoliant were sprayed, destroying the Vietnamese ecosystem as well as harming the soldiers. According to statistics published by Vietnam, 40 percent of its agricultural land has become a wasteland, and more than half of the forests have disappeared. Also, in the Gulf War, Iraq bombed oil fields, spilling more than 1 million tons of oil into the Persian Gulf. The oil spill destroyed the coastal wetlands of the Persian Gulf and burned oil for two years, which released tremendous amounts of sulfur dioxide and carbon monoxide. During the Kosovo War, NATO bombed Yugoslavian petrochemical plants, which resulted in the leak of 80,000 tons of oil and 250 tons of ammonia. 

As shown by the examples mentioned above, wars destroy the environment quickly on a large scale. This applies to the ongoing Ukrainian War. Russia is releasing toxic gases and polluting groundwater as it is intensively bombing industrial complexes, fuel storage, and fertilizer storage in Ukraine. Further, when the buildings collapse, the asbestos powder is released into the atmosphere, and forests are destroyed by this harmful air. What's more worrisome is the fact that Russia's attack on nuclear power plants could lead to a disaster. In sum, global efforts to reduce carbon emissions are being undermined as countries around the world are increasing the usage of fossil fuels to cope with the energy shortage and surging energy prices. 

These kinds of mass destruction of ecosystems are defined as "ecocide" by the 1972 U.N. Environmental Conference, which urged for international law against mass destruction of ecosystems that have not been legislated so far. Artificial wars are also massacring the environment in the era of climate change. 

전쟁의 생태학살

그동안 각국 정부와 기업과 개인은 기후 변화에 대응하기 위해 노력해왔다. 그러나 이러한 노력을 무색하도록 만드는 커다란 문제에 봉착하고 말았다. 그것은 바로 전쟁이다. 전쟁은 갈수록 우리가 상상하는 것 이상으로 환경을 대량으로 학살하고 있다.

과거에도 전쟁은 환경에 끔찍한 영향을 주었다. 1964년부터 1970년까지 베트남에 뿌려진 1200만 겔론의 고엽제는 군인은 물론 베트남의 생태계를 파괴하였다. 베트남 측의 통계에 따르면 베트남 농경지의 40%가 황무지가 되었고, 절반 이상의 밀림이 사라졌다고 한다. 1991년 걸프전에서는 이라크가 유전을 폭파하여 페르시아만에 1백만톤 이상의 원유를 유출시켜 페르시아만 연안 습지를 망가뜨렸으며, 쿠웨이트 유전 방화로 2년간 기름이 타면서 다량의 아황산가스, 일산화탄소 등이 배출되었다. 1998년에서 1999년까지 행해진 코소보 전쟁에서는 나토가 유고슬라비아 석유화학공장 등에 폭격을 가하면서 8만톤의 기름과 250톤의 암모니아가 유출되기도 하였다. 

전쟁은 이렇듯이 환경을 매우 빠른 속도로, 대규모적으로 파괴시킨다. 현재 진행중인 우크라이나 전쟁도 마찬가지이다. 러시아가 우크라이나의 산업 단지, 연료 저장소, 비료저장고 등에 집중 폭격을 가하면서 유독가스를 배출하고 지하수를 오염시키고 있다. 또한 건물이 붕괴되면서 석면가루가 날리고 발암물질이 공기중에 노출되면서 공습으로 인해 산림이 파괴되고 있다. 더욱 걱정스러운 것은 러시아가 원자력발전소를 공격하면서 큰 재앙이 올 수도 있다는 것이다. 우크라이나 전쟁의 장기화로 에너지 수급이 잘 이루어지지 않고 가격이 폭등하면서 세계 각국은 당장의 문제를 해결하기 위해 석탄 등 화석연료의 비중을 높이고 있기 때문에 탄소 감축을 위한 전지구적 노력이 퇴보하고 있다. 

이러한 생태계 대량 파괴를 1972년 유엔환경회의에서 ‘생태학살(ecocide)’라는 용어로 규정하며 생태계 대량 파괴에 반대하는 국제법을 요구하고 있으나 현재까지 법령화 되고 있지는 않는 실정이다. 인간이 만든 전쟁은 기후위기의 시대를 맞은 자연을 오늘도 대량 학살하고 있는 중이다.
