Last August, heavy rain fell in Seoul for the first time in 80 years. Although this was an emergency for the entire nation, it was found to have had the greatest impact on the socially disadvantaged who had no choice but to live in harsh environments such as semi-basement, revealing the naked side of Korean society and causing anger and condemnation from many people.

On the 8th, three families, including the developmentally disabled, lost their lives because they could not get out of a semi-underground house filled with water due to heavy rain. In a semi-basement house in Sangdo-dong, Dongjak-gu, a resident who was a recipient of basic livelihood also died. They have in common that they are socially disadvantaged in many ways, such as poor living conditions, disabilities, and income levels.

Accordingly, the Disaster Inequality Memorial Action (hereafter referred to as the Memorial Action), a gathering of 177 labor and civil society organizations, held a press conference in front of the President's Office in Yongsan, Seoul on the 16th, urging the government to apologize and take measures to prevent a recurrence. At the press conference held on the same day, Energy Justice Action Secretary-General Lee Young-Kyung said, "This heavy rain shows how serious the climate crisis is, and at the same time clearly shows that the damage is not the same for everyone. will be. Effective policies can only come out when we face the inequality problem behind the climate crisis.” Under the slogan "Inequality is a disaster", the Memorial Action declared a week of remembrance, calling for a fundamental response to disasters and a great transformation in an unequal society.

As the Memorial Action insists, the government should take an active stance in devising effective and fundamental policies regarding the basic livelihood recipients so that inequality such as this heavy rain will never again become a disaster.

서울 대 폭우가 보여주는 '불평등이 재난이다'
추모 행동, 불평등 사회의 대전환을 요구하다

지난 8월, 서울에 80년만의 대 폭우가 내렸다. 전국민에게 비상 사태였던 이 일은 무엇보다 반지하 등의 열악한 환경에 살고 있는 사회적 약자들에게 더 큰 재난사건으로 드러나 많은 국민들의 분노와 규탄을 일으켰다.

지난 8일, 폭우에 물이 가득 찬 반지하주택을 빠져나오지 못하고 발달장애인을 포함한 세 명의 가족이 목숨을 잃었다. 동작구 상도동의 반지하 주택에서도 기초생활수급자였던 거주자가 숨졌다. 이들은 열악한 주거 환경, 장애, 그리고 소득 수준 등 여러 면에서 사회적 약자라는 공통점이 있다. 

이에 177개 노동·시민사회단체들이 모인 재난 불평등추모 행동(이하 추모행동) 은 16일 서울 용산 대통령 집무실 앞에서 기자회견을 열어 정부의 사과와 재발 방지 대책을 촉구했다. 

이날 열린 기자회견에서 이영경 에너지정의행동 사무국장은 “이번 폭우는 기후위기가 얼마나 심각한지 보여주는 동시에 그에 따른 피해가 모두에게 동일하지 않다는 사실을 극명히 드러냈다”며 “기후재난이 거듭될수록 취약계층의 피해는 커질 것이다. 기후위기 이면에 숨겨진 불평등 문제를 직시해야만 실효성 있는 정책이 나올 수 있다”고 지적했다. 

추모행동은 "불평등이 재난"이란 구호를 걸고 기후재난 근본대응과 불평등사회 대전환을 요구하며 일주일간의 추모 주간을 열 것을 선포했다.

추모행등의 주장처럼, 정부는 다시는 이번 폭우와 같은 불평등이 재난으로 다가오는 참사를 겪지 않도록 기초생활수급자에 관한 실효성 있고 근본을 해결할 수 있는 정책을 고안하는데 적극적인 자세를 취해야 한다.
