It has been easier to find unpeopled street kiosks where you can buy US lottery tickets these days. It's an unpeopled terminal where you can buy US lottery tickets in South Korea. It is operated by American lottery agencies and can be used with a simple membership registration by entering your mobile phone number. When people pick numbers, the company buys lottery tickets. 

The United States has two major lotteries: Mega Millions and Power Ball. Both lottery tickets are available to purchase at most kiosks and cost around 5,500 won. In both lotteries, numbers are drawn weekly; if there are no winners, the prizes roll over to the following week. 

However, prize money is often carried over with a rare probability of about 1 in 300 million. On July 29, a person in Illinois won Mega Millions and received 1.3 billion dollars (the third largest in history) as a lump sum. In the case of the lottery in the United States, the winner can receive the prize money in a lump sum or receive it in installments in the form of a pension 30 times over 29 years. Receiving money in a lump sum is less beneficial because they can't take all the winnings and pay more taxes; receiving pension-style installments is more beneficial, even considering the 30-year inflation rate because of the tax break.

Nevertheless, most of the winners, like the winner from Illinois, pursue a lump sum payment. In the case of Powerball, there was no winner after October 4, 2021, and the prize money has risen to $250 million (about 350 billion won); people's interest and enthusiasm in the lottery are growing. 

However, the American lottery, which piques the curiosity of many with higher prizes than the Korean lottery, is currently embroiled in many controversies. The lottery buying agent may not deliver the winnings if the winner is through a purchasing agent. Such acts are not punishable under the current law, so relevant policies should be prepared as soon as possible.

쉽게 접하는 미국 복권, 어떠한 방식이며 대행업체 믿어도 되나?

최근 길거리에서 미국 복권을 살 수 있는 무인 키오스크를 더 쉽게 찾아볼 수 있게 되었다. 이는 국내에서 미국의 복권을 살 수 있는 무인 단말기로 휴대전화 번호만 입력하면 되는 간단한 회원 가입 절차를 거친 후에 이용할 수 있다. 직접 복권 숫자를 선택할 수 있는 방식의 이 키오스크는 미국 복권 대행업체가 운영하는데 사람들이 번호를 뽑으면 업체 측에서 대신 복권을 사주는 형식이다. 

미국의 복권은 크게 메가 밀리언스 (Mega Millions)와 파워볼 (Power Ball), 두 가지로 나뉜다. 대부분의 키오스크에서는 두 가지의 복권을 모두 구매할 수 있고 가격은 약 5,500원 정도이다. 두 복권 모두 매주 번호를 추첨하고 만약 1등 당첨자가 나오지 않으면 다음 주로 당첨금이 이월되는 방식이다. 

하지만 약 3억 분의 1이라는 희박한 당첨 확률에 당첨금이 이월되는 일은 자주 발생한다. 메가 밀리언스는 얼마 전, 7월 29일, 13억 달러(역대 3번째로 큰 당첨 규모)에 이르는 당첨금의 주인공이 등장해 일시불로 수령해갔다고 한다. 

미국의 복권의 경우,  당첨자는 당첨금을 일시불로 받거나 29년간 30회에 걸쳐 연금 형식으로 분할 수령할 수 있다. 일시불로 받을 경우 당첨금의 전부를 가져가지 못하고 세금을 더 많이 내야 하지만 연금식 분할수령을 선택한다면 세금을 제외한 당첨금의 전부는 물론이고 세금 감면 혜택도 커 30년간의 물가 상승률을 고려해도 분할 수령하는 것이 더 이득이다. 

그럼에도 불구하고 대부분의 당첨자들은 지난 7월의 당첨자와 같이 일시불 수령을 선호한다고 한다. 파워볼의 경우 2021년 10월 4일 이후 당첨자가 나오지 않아 당첨금이 2억 5천만 달러 (한화 약 3,500억 원)까지 불어있는 상황이며 시간이 지남에 따라 점점 커지는 당첨금에 더욱 많은 사람들이 잭팟을 꿈꾸며 복권을 구매하고 있는 추세라고 한다. 

하지만, 한국의 복권에 비해 훨씬 큰 금액의 당첨금 때문에 많은 이들의 호기심을 자극하는 미국 복권이 현재 많은 논란에 휩싸여 있다. 구매대행을 통한 당첨자가 나왔을 때 복권 구매대행업체가 당첨금을 받고 전달하지 않을 수도 있다는 것이다. 이러한 행위는 현행법상으로 처벌할 수 없기 때문에 관련 방침들이 빠른 시일 내에 마련되어야 할 것 같다.
